(July 20, 2024) – Sen. Sherwin Gatchalian on Saturday voiced optimism that Pres. Bongbong Marcos Jr. will address the education crisis in his third State of the Nation Address (SONA).
Highlighting the new leadership of the Department of Education (DepEd), Gatchalian, who chairs the panel on basic education, stressed the need for Marcos’ SONA to present specific education reforms and objectives.
“Umaasa ako na tatalakayin ng ating pangulo sa kanyang SONA ang mga repormang kinakailangan upang iangat ang kalidad ng edukasyon sa bansa at tugunan ang krisis na bumabalot sa sektor,” said Gatchalian in a media release.
On Thursday, Sonny Angara took over as the new DepEd secretary following the resignation of Vice Pres. Sara Duterte-Carpio. Angara resigned from his senatorial post to fully focus on the education sector.
Duterte-Carpio hoped that Angara would push the unrealized projects during her tenure.
The education sector has been hounded by familiar problems over the past decade, including low salary of teachers, shortage of classrooms, inadequate supplies, low quality of teaching, and error-riddled textbooks, among others.
The DepEd estimated that around P105 billion annually is required to resolve the nation’s classroom deficit by 2030.
In 2022, Filipino grade school students scored poorly in mathematics, reading, and science in the Programme for International Student Assessment.
Marcos already ordered Angara to reassess the K-12 curriculum to improve the employability of students.
Supporting this goal, Gatchalian called for the passage of the Batang Magaling Act.
“(The bill) seeks to align the senior high school program with market needs identified by industry partners and government agencies. The proposed measure also seeks to institutionalize free national competency assessments for the awarding of national certifications,” said Gatchalian.
Last March, Gatchalian said approximately P8 billion intended for educational aid to underprivileged students is misallocated annually to “non-poor” students.
During Duterte-Carpio’s term as DepEd chief, she committed to maintaining progress in educational reforms. Her promises included expanding the feeding program, reducing administrative burdens on teachers, and creating a calamity fund for educators and staff, among others.
Her words, however, remained hollow as she resigned for “personal reasons.”
