(July 6, 2021) – President Rodrigo Duterte’s daughter’s small regional political party is gaining strength as four major political groups have expressed intention to form an alliance, a party official said on Tuesday, following the lead of the Lakas – Christian Muslim Democrats (Lakas-CMD) last month.
Anthony del Rosario, secretary general of Hugpong ng Pagbabago, told an interview that the president’s daughter, Sara Duterte-Carpio, has been talking to leaders of four more major political parties, including the Nacionalista Party, (NP) the country’s oldest political party.
There were also negotiations with the National Unity Party (NUP), People’s Reform Party (PRP), and Pwersa ng Masang Pilipino (PMP) to form a broad coalition for the elections.

“Each party is reviewing the document and we’re still trying to come up with an agreement that is acceptable to all parties,” del Rosario said. “Everything is on hold because there has to be a memorandum of agreement between and among all parties.”
If everyone agrees to the terms, the regional party would have the power to choose the candidates they will support for national elective positions, according to del Rosario, specifically for the president, vice president, and senators.
The son of the late dictator and namesake, former senator Ferdinand “Bongbong” Marcos Jr., is with the NP as well as former senator and billionaire Manuel Villar whose wife is a sitting senator, a daughter as a congresswoman, and a son as a Cabinet secretary.
There were rumors Marcos would team up with Duterte-Carpio as the party will not field a standard-bearer.
The other three parties–NUP, PRP, and former president Joseph Estrada’s PMP–are also not planning to field a presidential candidate but are interested in fielding bets for Senate seats.
All major parties are aligning with Duterte-Carpio because there is a perception she will run for president and her father would support his daughter. It will have a huge political war chest and a well-oiled mechanism.
The coronavirus pandemic has crippled all political parties which lack the resources, machinery, and organization to mount a national campaign. Only the administration has the capability and capacity to campaign nationwide.
Lakas-CMD, led by former president and speaker Gloria Macapagal Arroyo, was the first to announce its intention to formalize a partnership with Duterte-Carpio’s party. Former congressman Gilbert Teodoro had met with her twice last month and early this week.
Del Rosario said the party will hold consultations before releasing the list of candidates, insisting Hugpong ng Pagbabago is not planning to dictate on other political parties.
Hugpong ng Pagbabago does not intend to become a national party because there is no more time to prepare for that, he added.
“Maraming factors to consider din kasi independent naman ‘yung mga political parties kahit may alliance agreement d’yan e. So, it will all depend on the agreement later,” del Rosario said.
Former Senator Jose Pimentel Ejercito Jr., more popularly known as Jinggoy Estrada, has confirmed Pwersa ng Masang Pilipino’s partnership with Hugpong ng Pagbabago. But he did not say if the party had already signed an agreement with Duterte-Carpio’s party.

The National Unity Party (NUP) also expressed its willingness to sign the agreement because it has formed a partnership with Hugpong ng Pagbabago in the past, according to deputy secretary general Reggie Velasco.
NUP, which was formed after splitting from Lakas-CMD in 2010, is currently led by former interior secretary Ronaldo Puno as party chairman. Manila Mayor Francisco “Isko Moreno” Domagoso, who has rumored plans to seek the presidency, is also a member of the party.
Duterte-Carpio has consistently topped pre-election opinion polls. She remained coy about her plans but insiders said she may announce her decision by October, beating the election commission’s deadline to file a certificate of candidacy.
