(June 1, 2021) – A 52-year-old woman was killed in Quezon City on Monday night after an allegedly drunk police officer shot her in close range.
Police Master Sgt. Hensie Zinampan has been arrested and is currently in the custody of the Philippine National Police (PNP) after killing Lilibeth Valdez. The incident, which was caught on cellphone video by a witness, happened at around 9:30 PM in Sitio Ruby, Brgy. Greater Fairview.
According to the victim’s daughter Beverly Lucenio, her mother was simply buying at a sari-sari store when Zinampan suddenly shot her in the neck.
“Bumibili lang ng sigarilyo ang mama ko. Maya-maya tinawag siya ng pulis tapos lumabas ang pulis sabay sabunot, pinatagilid ‘yung leeg niya tapos maya-maya binaril na siya,” said Lucenio.
“Ang kuwento sa amin, sinabunutan ang biktima tsaka naputukan,” said Lt. Col. Melchor Rosales, commander of Fairview Police Station. “Lasing ang ating pulis.”
Lucenio said her brother and Zinampan got into a fistfight last May 1 after both got drunk.
Zinampan tried to escape after killing Valdez but was eventually picked up by his fellow police officers and will likely face murder charges.
He, however, denied he killed Valdez.
PNP chief Gen. Guillermo Eleazar has already directed the Quezon City Police District to file administrative charges against Zinampan so he could be removed from service.
“Kung walang video, total denial. Titignan ka pa ng buong kasinungalingan. Pero nung nakita ang video, hindi na siya puwedeng tumanggi dito,” said Eleazar.
Lucenio and her family called for justice, saying Valdez should be punished for his crime.
“Sana makonsensya siya sa ginawa niya kay mama at sana maparusahan din ang ginawa niya,” said Lucenio.
Just weeks after Eleazar declared he will clean ranks, the PNP has been mired in controversies yet again. Last week, three police officers were involved in the death of an 18-year-old man with autism during an anti-illegal gambling operation in Valenzuela.
Last Sunday, a Quezon City police officer got killed after allegedly shooting himself accidentally while drinking with his friends.
The PNP has been trying to regain the public’s trust since being involved in a spate of killings in recent months, including the brutal case of former police officer Jonel Nuezca, who killed a 55-year-old mother and her son in broad daylight in Tarlac last December after a heated altercation.
