(May 7, 2021) – The new Philippine National Police (PNP) chief on Friday promised to cleanse the organization of corrupt and incompetent members, restoring public trust in the law enforcement agency.
Assuming the leadership of the 220,000-member police force, Lieutenant General Guillermo Eleazar said he will not think twice in removing the scalawags in uniform to bring back prestige, respect, and discipline.

“We have been called so many names – from police patola to kotong cops – all because of the few bad eggs who have been compromising the integrity and nobility of our profession,” Eleazar said in a turnover of command ceremony at Camp Crame.
“Kaya sa mga natitirang hoodlum in police uniforms, sisiguraduhin ko sa inyo, you will hate me. Hindi ako magda-dalawang-isip na magtanggal ng mga tiwaling pulis.”
Eleazar, one of the top graduates of his class at the Philippine Military Academy in 1987, replaced his controversial classmate General Debold Sinas who stepped down ahead of reaching the mandatory retirement age of 56 on Saturday.

Eleazar urged police officials to “properly supervise” subordinates to make his internal cleansing program a success. It includes reforms in the recruitment process by breaking the “padrino” or “palakasan” system that has long plagued the police force.
“Naniniwala ako na magda-dalawang-isip na gumawa ang sinumang pulis—maging ‘yan man ay patrol man, patrol woman o heneral—kung alam n’ya na siya ay hindi kukunsintihin ng kanyang commander, hindi kukunsintihin ng kanyang kasamahan, at hindi kukunsintihin ng kanyang organisasyon,” Eleazar said.
He also pushed for the cleanliness of all police headquarters nationwide, which he believed was necessary to gain people’s trust. He also asked the police to swiftly respond to problems in the community.
Like his predecessors, Eleazar pledged to intensify operations against criminality, illegal drugs, insurgency and terrorism, including cybercrime.
Before rising to the top, Eleazar was the deputy chief for administration, the number two in the police organization, and briefly served as officer-in-charge when Sinas fell ill with COVID-19.
He also led the government’s law enforcement unit implementing public health curbs at the start of the COVID-19 pandemic, back when he was still the deputy director for operations.
Eleazar also served as chief of the Quezon City Police District and the National Capital Region Police Office before escalating to the national level.
“I also sign a contract with the Filipino people that I, too, shall lead by example. It is in this contract that I assure our kababayan na, for as long as I am the chief PNP, every single centavo of your hard-earned money allocated to us will be in good hands,” Eleazar said.
