(Nobyembre 24, 2022) – Sinabi sa isang video na pag-aari ng Pilipinas ang “global debt facility” ng World Bank at International Monetary Fund (IMF) dahil itinayo ito ni yumaong dating Pangulong Ferdinand Marcos Sr.
Hindi totoo ang pahayag na ito.
PAHAYAG:
Ibinahagi ng Facebook page na “Kasangga Jay” ang isang six-minute video kung saan sinabing may “global debt facility” ang World Bank at IMF.
“Nalabas ang katotohanan tungkol sa global debt facility ng World Bank at IMF na ito pala ay property ng Pilipinas na sinet-up ni Marcos para sa lahat ng mga Pilipino,” ayon sa video.

ANG TOTOO:
Itinayo ang World Bank at IMF noong 1944. Layunin ng IMF na patibayin ang international monetary system sa pamamagitan ng pagbibigay ng loans sa mga bansang kasapi nito na nahihirapang tugunan ang kanilang iba pang pagkakautang.
Binuo naman ang World Bank para sa pagbibigay ng “financing, policy advice, and technical assistance” sa pamahalaan ng mga developing na bansa gaya ng Pilipinas. Hindi pag-aari ng sinumang indibidwal ang World Bank at IMF. Hindi rin itinatag ng yumaong diktador na ama ni Pangulong Bongbong Marcos Jr. ang mga ito.
Hindi mahanap sa website ng dalawang institusyon ang katagang “global debt facility” na binanggit sa video. Ginamit naman ito ng United States Federal Home Loan Mortgage Corporation (Freddie Mac) para sa kasunduang nagpapahintulot sa mga korporasyon na magbenta ng debt securities. Ngunit wala itong kaugnayan sa Pilipinas.
Binanggit naman ang mungkahing pagtatayo ng international debt facility sa isang libro na inilathala ng IMF noong 1989. Naglalayon itong bigyan ng tulong ang mga bansang lubog sa utang. Una na itong pinanukala noong 1983, batay sa working paper ng World Bank noong 1988.
Gayunman, walang indikasyon na ipinatupad ang sinasabing global debt facility o kung may ganito nga ang Pilipinas.
BAKIT ITO MAHALAGA:
Umabot na sa 8,100 reactions, 1,600 comments, 2,500 shares, at higit 160,000 views ang nakuha ng video mula noong Nobyembre 17. Ang kabuuang tema ng video ay tungkol sa mga rason umano ng mga kritiko kung bakit ayaw nila na isang Marcos muli ang mamuno sa bansa.
Dati na ring naglathala ng fact-check articles ang Rappler at PressONE.PH kung saan binanggit ang nasabing “global debt facility.”
Sa fact-check ng Rappler, tinalakay ang maling pahayag na sina Marcos at Jose Rizal ang nagtatag ng World Bank. Tinawag na “global debt facility” ang World Bank sa pahayag na ito.
Na-debunk din ng PressONE.PH ang pahayag na inilagay umano nina Marcos at Rizal ang gold reserves ng mundo sa isang trust fund na tinaguriang “Global Debt Facility.” Malinaw sa dalawang fact-check articles na ito na walang kinalaman si Marcos sa pagtatatag ng World Bank.
