(May 31, 2021) – A police officer was killed after allegedly shooting himself accidentally while drinking with his friends in Brgy. Commonwealth, Quezon City in the wee hours on Sunday.
Cpl. Hignio Wayan, who was assigned to Kamuning Police Station 10 of the Quezon City Police District (QCPD), toyed with a loaded gun before inadvertently shooting himself in the chest.
“Habang nag-iinuman sila itong baril na nakalapag sa lamesa ng kanilang pinag-iinuman ay pinaglaruan ‘di umano ng ating biktima at aksidente nabaril na niya ang kanyang sarili na sanhi ng kanyang kamatayan,” said Lt. Col. Romulus Gadaoni, commander of Batasan Police Station.
According to the QCPD, Wayan’s three companions, Cpl. Sherwin Rebot, Cpl. Harold Mendoza, and Lorenzo Lappay are now considered persons of interest after the incident.
Lappay explained that Rebot went to the bathroom and left his caliber .40 on the table, prompting the 31-year-old Wayan to grab it and point it to his chest. Wayan then began saying “Gusto mo iputok ko pa ito sa sarili ko?” and pulled the trigger, resulting in his instantaneous death.
It remains unclear if Wayan intentionally shot himself or it was due to his inebriation.
According to the investigation, Wayan and company agreed to unload their guns before the incident. Wayan may have thought that Rebot’s gun had no bullets.
Rebot and Mendoza have been suspended as the probe continues.
“Itong tatlo mga kasamahan na nakainuman ay hinold po muna natin sa (CIDU) Criminal Investigation and Detection Unit sa Camp Karingal sa QCPD,” said Gadaoni. “Sa ngayon ay amin pang masusing iniimbestigahan ang kaso na ito.”
The issue of police officers turning over their issued firearms when they are off-duty has long been discussed. There have been numerous incidents in the past of irresponsible use of guns and indiscriminate firing of police officers, leading to innocent fatalities.
Just last month, a police officer in Ifugao died after also accidentally shooting himself while cleaning his gun.
Last December, House Speaker Lord Allan Velasco urged the Philippine National Police to remind its ranks on the proper use of issued weapons.
“Police officers must be reminded that force and firearms may only be used if other means remain ineffective or without any promise of achieving the intended result,” said Velasco.
PNP spokesperson Brig. Gen. Ildebrandi Usana, however, has maintained that the majority of police officers are “responsible enough” to be allowed to carry their firearms at all times.
“Alam nila ‘yung sense of responsibility to making sure that the firearms will be used properly and alam naman nila ‘yung training that comes with, at pati ‘yung idea na firearms should be used as defense of oneself or in defense of a stranger,” said Usana last December.
