(June 1, 2021) – The Philippine National Police (PNP) is once again in hot water after a drunk police officer killed an innocent 52-year-old woman in Quezon City on Monday.
Police Master Sgt. Hensie Zinampan will be charged with murder after shooting Lilibeth Valdez in the neck in Sitio Ruby, Brgy. Greater Fairview.
“Bumibili lang ng sigarilyo ang mama ko. Maya-maya tinawag siya ng pulis tapos lumabas ang pulis sabay sabunot, pinatagilid ‘yung leeg niya tapos maya-maya binaril na siya,” said Beverly Lucenio, the victim’s daughter.
Several government officials such as Department of Foreign Affairs secretary Teodoro Locsin Jr., Kabataan Rep. Sarah Elago, and Bayan Muna Rep. Eufemia Cullamat have already called for swift sanctions on Zinampan.

Netizens were enraged by the latest PNP killing, using the hashtag “#PulisAngTerorista” to denounce the incident. As of posting, it is the top trending topic in the Philippines with over 63,700 tweets.
Plenty of Twitter users recalled other incidents involving law enforcers killing individuals, calling for more accountability and hitting the frequent “isolated case” justifications of PNP officials.
We hate having to bring up this list everytime, but these 3 screenshots are from 2021 alone.
Now go ahead, sabihin niyo nanamang “isolated case” ito.#PULISANGTERORISTAhttps://t.co/gJq6kX1tEg pic.twitter.com/pLfjDekZ8d

We all know this is not an isolated case.
This is what the culture of impunity and fascism has bred.#PulisAngTerorista#EndStateImpunity#EndStateFascism pic.twitter.com/Y8LSVGyM0V— wd (@thewaltermart) June 1, 2021
FAIR VIEW: Police and military brutality is never an isolated case. Scalawags in uniform grow in a regime of tyranny and impunity. This explains why they should be kept out of our houses and campuses as they persist in invading our safe spaces. #PulisAngTerorista

“Nakainom kasi” is not an excuse
“Isolated incident” is not an excuse
“Di lahat ng pulis ganyan” is not an excusePeople are dying. Stop coming to the defense of murderers.#ACAB#PULISANGTERORISTA

Many also lamented how many police killings have been unreported because of the lack of evidence. Zinampan’s brutal shooting of Valdez was caught on cellphone video.

this crime that happened is just one of the many things that the police & military do. it truly makes you wonder, how many aren’t filmed? how many are silenced?

Some slammed President Rodrigo Duterte for continuing to defend the PNP despite repeated incidents of abuse.
Events like killings in this admin is imputable to Duterte. That’s because he enables & rewards them. He encouraged a culture where the only answer is to murder & protect abusers. Maraming malaya at maraming ‘di nabibigyan ng hustisya dahil hindi naisasapubliko #PULISANGTERORISTA

Never forget. This is all part of the system he’s created.

Police brutality has long been rampant since the Duterte is in position, the fact that the president itself is not doing anything speaks a lot, let’s use our voices, help all the victims, kasi kung walang magsasalita sino ang tutulong? #PULISANGTERORISTA https://t.co/NSgYzK1skQ

Just a few days ago, PNP chief Gen. Guillermo Eleazar said he wants to regain the public’s trust.
