(August 26, 2022) – A sister of Commission on Higher Education (CHED) chairperson Popoy De Vera was arrested on Wednesday over murder charges and alleged links to the Communist Party of the Philippines (CPP) in an operation conducted in Quezon City.
Adora Faye De Vera was accused of multiple murder and multiple frustrated murder in a warrant of arrest issued in Iloilo City, according to the Philippine National Police (PNP). Police officers added that De Vera, tagged as a staff officer of the CPP and its armed and political wings, faces a separate rebellion charge.
“De Vera is the subject of a warrant of arrest without bail, issued by the court for the crime of multiple murder and multiple frustrated murder with the use of explosives, particularly anti-personnel landmines that are outlawed by international conventions on warfare,” said PNP chief Gen. Rodolfo Azurin Jr. in a media briefing.
Citing a Western Visayas police report, Rappler said the criminal case against De Vera originated from an alleged ambush incident “where nine Army scout rangers were allegedly killed and 20 others were wounded” on November 19, 2005. Her criminal case was dated March 10, 2006.
De Vera, who survived abuses from Martial Law, was arrested in Teacher’s Village East in Quezon City before she was sent to the Calinog municipal police in Iloilo. Judge Guilljie Delfin Lim of Iloilo City Regional Trial Court Branch 22 signed the warrant of arrest.
Records from the Task Force Detainees of the Philippines, a human rights organization, showed that De Vera was arrested at least twice during the iron-fisted regime of the late dictator Ferdinand Marcos Sr. Martial Law Files also recounted how she was abducted, raped, and beaten by the military during the gruesome period.
De Vera, who is turning 67 years old, was also one of the individuals who filed a class action suit against Marcos before the Federal District Court of Pennsylvania. Nine other victims of Martial Law, including Danilo De La Fuente, the chairperson of Samahan ng mga Ex-Detainees Laban sa Detensyon at Aresto, were also among the plaintiffs.
Her brother, however, has chosen to distance himself from the case.
“I have not seen her and I have not spoken to her for more than 25 years since she decided to rejoin the underground movement,” said the younger De Vera said in a statement. “I do not share her views nor support her actions.”
In 2016, he was appointed as an adviser to the country’s negotiating panel when former President Rodrigo Duterte engaged in peace talks with communist rebels. He added in his statement that he would continue supporting the anti-insurgency efforts of President Bongbong Marcos Jr.
“I will let the law take its course in resolving the charges against her,” added the CHED chief.
