(August 6, 2021) – Local government units (LGUs) have fixed the list of cash aid beneficiaries to ensure a smooth process of distribution during the two-week lockdown in Metro Manila, the Department of Social Welfare and Development (DSWD) said on Friday.
DSWD spokesperson Irene Dumlao said LGUs have created an “improved” method following the numerous complaints from beneficiaries who were unable to receive their cash assistance in the past.
“Alam natin na na-enhance na ‘yung listahan,” said Dumlao on Ted Failon and DJ Chacha sa Radyo 5. “Nagkaroon ng apela, may mga naidagdag, merong additional beneficiaries identified by the LGU, so tiwala tayo na mas nasala na ‘yung listahan.”
Many Filipinos took their complaints to social media for being excluded in the distribution of cash assistance even if they belong to the eligible population. In the first distribution in March 2020, Greco Belgica said the Presidential Anti-Corruption Commission received 9,000 complaints.
But in the second round of the enhanced community quarantine (ECQ) last April, the complaints already peaked at 8,000 even when the distribution has just started. Belgica warned LGUs to properly distribute the cash aid or else face stiff sanctions.
Dumlao encouraged the people who still have complaints to talk to their local leaders so they can be addressed on a proper forum.
“Mas maiging mai-refer sa amin ‘yung komentong naipapadala upang kami mismo ang mag-reach out, ma-explain namin at ma-verify natin ano ba ‘yung circumstances why the individuals were not able to receive it,” said Dumlao.
Metro Manila officials are only waiting for the notice of cash allocation from the Department of Budget and Management (DBM) before starting the cash aid distribution in their respective localities.
LGUs can choose between digital or manual payout depending on the most convenient way for residents to receive their government assistance. Dumlao said the whole process can take as long as 15 days before the fund can be fully disbursed.
The Philippines set aside P13.1 billion worth of cash aid to about 10.7 million residents in Metro Manila, which will be under ECQ anew until August 20. It could be extended depending on the COVID-19 situation two weeks from now.
The Malacañang, which previously admitted that the source of the cash was still unsure, recently said it will be coming from unobligated funds in the national budget.
Dumlao clarified that the allotment still does not cover the new areas placed under ECQ such as Laguna.
“Gaya ng laging nababanggit ni Secretary Harry Roque sa kanyang press briefing, ‘pag nagdeklara naman ng ECQ ang ating pamahalaan, kaakibat niyan ‘yung pamamahagi ng ayuda. We trust that our economic managers ay nakapaglaan ng pondo para riyan,” said Dumlao.
