(August 29, 2024) – Vice Pres. Sara Duterte-Carpio has received heavy backlash for her behavior during the budget deliberation for the Office of the Vice President (OVP) in the House of Representatives on Tuesday.
Duterte-Carpio refused to answer the questions regarding the OVP’s proposed budget worth over P2 billion for next year. Her office received an allocation of P1.87 billion this year.
“I would like to forego the opportunity to defend the budget in a question-and-answer format. I will leave it up to the House to decide on the budget submitted. Mag-aaksaya lang tayo ng oras dito” said Duterte-Carpio.
Marikina Rep. Stella Quimbo, the chairperson of the committee on appropriations, stressed the importance of interpellation in the budgetary process. But Duterte-Carpio refused to cooperate and asked Quimbo to be replaced by the chairperson of the committee on finance, which does not exist.
Quimbo once defended the controversial transfer of confidential funds from the Office of the President to the OVP worth P125 million. Duterte-Carpio’s office swiftly spent it in just 11 days, according to the Commission on Audit. Duterte-Carpio has refused to explain it.
During the hearing, she also quarreled with ACT Teachers Rep. France Castro when the latter asked about the OVP’s spending of its confidential funds.
Both traded personal jabs, with Duterte-Carpio bringing up Castro’s recent child abuse conviction and the progressive lawmaker likening the vice president to a squid.
“Hindi puwede ‘yung ganyan na tactics,” said Castro. “Kapag nasusukol na ang pusit ay naglalabas ng maitim na tinta.”

The behavior of Duterte-Carpio did not sit well with netizens, who either lamented or poked fun at her.
Following Duterte-Carpio’s attendance, the committee on appropriations decided to defer the OVP’s budget temporarily. It was a significant move as the president and the vice president are normally given parliamentary courtesies during budget deliberations.
Another hearing on the OVP budget is scheduled on September 10.
