(August 6, 2021) – Admitting an error, the Department of Interior and Local Government (DILG) on Friday recalled its show cause order addressed to Mayor Isko Moreno over Manila’s alleged failure to implement the drug war in 2018 even when he was still not in office at the time.
DILG undersecretary Ricojudge Echiverri ordered the withdrawal of the earlier document which he described as an “inadvertent re-issuance” after swiftly drawing flak from the public. Echiverri, who handles external and regional affairs, was the official who signed the show cause order.
“That show cause order was intended for the past mayor since the performance audit was for year 2018 while Mayor Isko assumed (office) only in June 2019,” said DILG spokesperson Jonathan Malaya to reporters. “It has been recalled and Mayor Isko does not have to answer it.”
Echiverri released the document order against Moreno dated July 9 to let him explain Manila’s poor standing in the performance audit conducted by the Anti-Drug Abuse Council (ADAC) for 2018. Moreno only became the mayor in 2019, replacing former President Joseph Estrada.
Malaya had earlier denied any knowledge of the show cause order.
“That is news to me, to be honest,” said Malaya on One News’ The Chiefs. “I’d have to talk to the person in charge sa anti-drug abuse campaign and ask for further details.”
Moreno, who is serving his first term as mayor, worked as an undersecretary of the Department of Social Welfare and Development for Luzon Affairs from May to October 2018. He resigned from the position when he decided to seek the highest post in Manila against two political titans in Estrada and the late Alfredo Lim.
In a Facebook post, Moreno criticized the show cause order which surfaced on the same day that several COVID-19 vaccination sites in Manila drew thousands of walk-in registrants.
“‘Di ko alam sa kanila, second time na ito,” said Moreno on Ted Failon and DJ Chacha sa Radyo 5. “Pagkaupo ko, seven or eight months pa lang akong nakaupo, sinisiyasat nila ‘yung 2018 failure. At that time, hindi naman ako mayor.”
Some political observers noted that this could be related to his potential plan to run for president in the 2022 elections. Rumors swirled he would push for his electoral campaign after deciding to move to a smaller political party, Aksyon Demokratiko, from the National Unity Party (NUP).
Moreno’s resignation from the NUP, where he previously served as vice chairman for political affairs, happened when the party chose to ally with Davao City Mayor Sara Duterte-Carpio who has plans to succeed her father.
Insiders said Moreno cannot support the NUP if it will back Duterte-Carpio because he also has “the same political ambitions.” Moreno, however, has remained coy about the topic.
“Bilib naman ako sa kanila, maghanapbuhay sila sa Quiapo para mahulaan nila anong magaganap bukas. Mukhang alam nila e,” said Moreno in a separate interview on ABS-CBN TeleRadyo.
