(December 31, 2021) – Vaccine czar Carlito Galvez Jr. on Friday said authorities will conduct regular inspections on quarantine hotels to avoid a repeat of the breach committed by a woman in Makati who later tested positive for COVID-19 and infected others.
Galvez said the Philippine National Police and the Department of Interior and Local Government will provide additional personnel to conduct the spot checks more efficiently.
“Magkakaroon sila ng regular inspection at spot inspection on all hotel isolation areas. Magkakaroon kami ng another meeting para magkaroon ng tinatawag na more stringent regulations para talagang ‘di na tayo malusutan,” said Galvez in a media briefing.
In a show-cause order, the Department of Tourism (DOT) identified the violator as Gwyneth Chua, who arrived from the United States on December 22. She checked in at the Berjaya Makati Hotel for her required quarantine but left on December 23 to attend a party at the Poblacion area. She tested positive for COVID-19 last Monday.
Dr. Roberto Salvador Jr. of the Bureau of Quarantine said they have already prepared the complaint to be filed against Chua. He added that they will double their manpower to ensure that the quarantine process will be observed by all returning overseas Filipinos, especially in light of the Omicron variant.
“Established na ang protocols natin, mahigpit ang pagpapatupad nito pero ‘di natin maiwasan na may mga kasama tayo na walang disiplina,” said Salvador. “Naka-ready na ‘yung complaint para maging example na ‘di dapat i-violate ‘yung quarantine laws dahil malaki ang epekto nito sa community.”

Department of Health (DOH) secretary Francisco Duque III reminded the public to abide by Republic Act 11332 or the Mandatory Reporting of Notifiable Diseases Act, warning of the penalties violators might face. Individuals may be fined from P20,000 to P50,000 and/or jailed for one to six months if found liable.
“Anybody who will be found guilty of breaching and violating these laws, rules, and regulations will be made to account to the full extent of the law. They can be charged and indicted for criminal as well as administrative cases,” said Duque.
The hotel where Chua stayed was given three days to respond to the DOT. Its accreditation as a quarantine hotel hangs in the balance now that it faces tight scrutiny over the incident. The owners and administrators have still kept mum on the issue.
DOT secretary Bernadette Romulo-Puyat, in an interview with One PH’s Sa Totoo Lang, said the hotel lied when initially asked if Chua skipped her mandatory quarantine. But the individuals who were with her signed an affidavit and provided evidence.
Chua’s violation came at a time when the country faces a rapid increase in COVID-19 cases, which some experts said could be driven by the Omicron variant.
