(May 22, 2025) – A former presidential spokesperson on Thursday commended the decision of Pres. Ferdinand Marcos Jr. to reorganize his Cabinet, saying that it is both timely and necessary.
Atty. Edwin Lacierda, who served under the late former president Noynoy Aquino III, said he would have given the same advice to Marcos, Jr. if he were in the President’s inner circle.
“(Noong) panahon ni PNoy, hindi kami nagkaroon ng major Cabinet revamp. This (Marcos’ decision) is in response sa poor election results ng administration. Sinabi na rin ni PBBM na government is very slow to respond,” said Lacierda on One PH’s One Balita Pilipinas.
“Ayusin natin, baguhin natin at let’s show in the next three years na we are a very responsive administration.”
President Marcos, Jr. has asked all his Cabinet members to submit courtesy resignations after his party, Alyansa Para sa Bagong Pilipinas, underperformed in this year’s midterm elections. While six of its endorsed candidates won seats — including Rep. Erwin Tulfo, Sen. Pia Cayetano, Ping Lacson, Tito Sotto, Sen. Lito Lapid, and Rep. Camille Villar — four other seats were secured by candidates backed by Vice Pres. Sara Duterte-Carpio, with whom Marcos has had a falling-out.
But for Lacierda, the election results are just one part of the issue. He pointed out that Marcos has been preoccupied with political controversies, including his rift with Duterte-Carpio and questions about the timing of an International Criminal Court arrest warrant for former president Rodrigo Duterte.
“Top of mind ngayon sa gobyerno sa media ang issue ng mga Duterte. What does that mean? That you’re not controlling the narrative,” added Lacierda.
“How do you answer back when the other side is appealing to emotions, appealing to empathy? We Filipino people are so emotional. mas nadadala sila.”
Fourteen Cabinet officials, including Executive Secretary Lucas Bersamin, have submitted their resignations, while 8 others have pledged to follow suit, as of writing.
Lacierda urged Marcos to start by replacing the heads of frontline agencies that have the most direct impact on Filipinos — such as the departments of Social Welfare and Development, Health, Education, and Public Works and Highways.
Still, he acknowledged that a complete overhaul may not be realistic.
“I don’t think tatanggalin lahat ‘yan. Political consideratrion ‘yan kung papalitan mo, sino ang ipapalit mo,” said Lacierda.
