(July 12, 2024) – Sen. Robin Padilla confirmed on Friday that he will file an anti-political dynasty bill next week for the Philippines to address its long-standing issue in government leadership.
Padilla said his decision came after several petitions urged the Supreme Court to compel Congress to pass laws regarding political dynasties.
“Tulad ng sinabi ko sa pagdinig ng (Senate) committee on constitutional amendments and revision of codes noong Hunyo, ako ay naniniwala sa 1987 Constitution, ngunit nabigo tayong magpasa ng enabling law para rito (political dynasty),” said Padilla, who chairs the committee, in a media release.
Last June 25, the former action star vowed to work on the better implementation of the 1987 Constitution, saying past leaders failed to implement it, including its anti-political dynasty provision as cited in Article II, Section 26.
“Hindi pa huli para silipin natin kung saan nagkulang ang ating henerasyon,” added Padilla.
Padilla is a close ally of Vice Pres. Sara Duterte-Carpio, whose family has dominated Davao City for decades now. His younger brother, Baste Duterte, is the city’s current mayor. Their family has also crossed over to the national government, with Duterte-Carpio’s father, Rodrigo Duterte, a former president, and her older brother, Paolo Duterte, an incumbent representative of Davao City.
The three male Dutertes are rumored to run for senator in the 2025 midterm elections.
During the hearing, the Consumer Protection Advocacy (CPAG) noted that 60% of the Congress were from political dynasties as early as the 1990s.
CPAG chairperson Ricardo Penson furthered that the number reached as high as 92%, saying it would render a constitutional convention futile.
Atty. Christian Monsod, one of the framers of the 1987 Constitution, already urged Congress to prioritize the passage of an anti-political dynasty law instead of amending the current charter.
He stressed that it was a “lame excuse” to blame the 1987 Constitution for the worsening effects of political dynasties since Congress has yet to pass legislation against it.
“Real change cannot happen until we strike at the roots and not the branches of this system,” said Monsod.
Measures have been filed in both chambers of Congress seeking to halt political dynasties. They, however, have remained pending since 2022.
