(April 25, 2025) – A lawmaker on Friday called out Sen. Bato Dela Rosa for encouraging the alleged harassment and red-tagging of youth volunteers who were peacefully distributing campaign flyers.
In a video now circulating online, youth volunteers for Kabataan Party-list were heckled by an unidentified man in Brgy. Matina Aplaya in Davao City on Wednesday. He tore up the campaign flyers being distributed by the youth volunteers and shouted at them.
Dela Rosa allegedly shared the video on Facebook with the caption, “TAGAM!”—a Visayan expression roughly meaning “serves you right.” His post has since been deleted.
“Ganito manghikayat si Bato dela Rosa ng red-tagging at harassment sa mga kabataan na mapayapang nangangampanya. Wala siyang pagkilala sa Comelec Resolution 11116 na nagbabawal sa diskriminasyon batay sa paniniwala at iba pang dahilan,” said Kabataan Rep. Raoul Manuel in a statement.
Dela Rosa has previously been criticized for red-tagging. Last year, he urged school guidance counselors to profile students who might be “vulnerable” to recruitment by communist rebels.
Manuel warned that the culture Dela Rosa is encouraging leads to disorder and violence, especially against the youth. He also tied it to the senator’s past—leading the Philippine National Police (PNP) during the brutal war on drugs of former president Rodrigo Duterte, allegedly playing a role in the Davao Death Squad, and reported ties to a paramilitary group.
“Hindi uunlad ang bayan kung sarado na tayo sa simpleng usapan. Lason sa utak, pahamak sa kabataan, at bara sa tunay na pagbabago ang red-tagging na pamana ni Duterte at tinuloy ni (Bongbong) Marcos,” added Manuel.
Duterte’s bloody war on drugs resulted in around 30,000 deaths, including innocent children, according to human rights groups. Countless human rights abuses also became rampant, including those conducted by police officers.
Dela Rosa, a staunch ally of the former president, could be the next target of the International Criminal Court following its arrest of Duterte last month for possible crimes against humanity.
