(April 20, 2025) – Following the arrest of the three suspects in the killing of a Filipino-Chinese businessman and his driver, House Speaker Martin Romualdez claimed that Pres. Bongbong Marcos Jr. remains committed to justice and public safety.
Ricardo David and Raymart Catequista were captured in Palawan on Friday. Meanwhile, David Tan Liao, a Chinese national and the alleged mastermind in the kidnapping and killing of Anson Tan, surrendered and confessed to the crime later that day.
“The commitment to quickly resolve this case is a testament to President Marcos’ strong leadership and commitment to keeping our communities safe. It shows that under this administration, no criminal will be beyond the reach of justice,” said Romualdez in a media release.
Romualdez and Marcos are cousins.
Tan, who owns a steel company, was last seen on March 29 in Valenzuela with his driver, Armanie Pabillo. Their bodies were found dumped along a roadside in Rodriguez, Rizal, on April 9.
Tan’s family reportedly paid P100 million as ransom but Tan and Pabillo were still killed.
Romualdez praised the Philippine National Police (PNP) for acting quickly on the case. The motive for the crime, however, remains unclear.
“This case proves that our law enforcement institutions, when fully supported, are capable of solving even the most complex crimes without resorting to violence or extrajudicial means,” added Romualdez.
He also noted the importance of “commitment to due process.”
For his part, PNP chief Gen. Rommel Marbil said they are chasing after the financiers of kidnap-for-hire operations, claiming that “criminal networks are being taken down.”
“There will be no refuge for criminals who turn vengeance into violence. The message is clear—the rule of law prevails —and it will be enforced without fear or favor,” added Marbil in a media release.
He also denied that there’s a kidnapping spree in the country, stressing that Tan’s case was an isolated one.
