(April 12, 2022) – In a facebook video, former public works and highways secretary Mark Villar, a senatorial candidate, credited the new Cebu-Cordova Link Expressway (CCLEX) bridge project to the Duterte administration.
His claim is false.
CLAIM:
“Nandito po ako sa CCLEX sa Cebu at isa po ito sa mga high-impact projects ng Duterte administration,” Villar, son of billionaire Manuel Villar, said in the facebook video uploaded last March 24 with the hashtag ‘BuildBuildBuild’ in the post’s caption.
He said: “At sa [Department of Public Works and Highways], inayos din namin yung mga connections para maging mas connective ang mga bridge sa mga local roads.”

FACTS:
The CCLEX project was built by the Cebu Cordova Link Expressway Corporation (CCLEC) which is a subsidiary company of the Metro Pacific Tollways Corporation (MPTC) that is part of the MVP Group of Companies.
In 2016, the local government units of Cebu and Cordova entered into a joint venture agreement with the MPTC to implement the toll expressway project.
The CCLEX will be the third bridge in the province to connect mainland Cebu to Mactan Island from Cebu City to Cordova town.
According to the National Economic And Development Authority (NEDA), the CCLEX bridge is not listed as an infrastructure flagship project of President Rodrigo Duterte’s “Build, Build, Build” program.

WHY THIS MATTERS:
Villar had been accused of credit-grabbing the CCLEX, which was not funded by the national government, and attributing the project to the Duterte administration.
He served as former public works and highways secretary under the Duterte Cabinet before stepping down to run as a guest candidate under the senatorial slate of Marcos Jr. and Sara Duterte, the daughter of the president.
As of writing, the facebook video has over 141,000 views, 24,000 reactions, 1,600 comments, and 1,400 shares.
