(August 22, 2024) – During a House Quad-Committee hearing on Thursday, August 22, two persons deprived of liberty, Leopoldo Tan Jr. and Fernando “Andy” Magdadaro, implicated former president Rodrigo Duterte in the killings of alleged Chinese drug lords Chu Kin Tung, Jackson Li, and Wang Ming Ping inside the Davao Prison and Penal Farm (DPPF) in 2016.
In their sworn statements, the two detailed that they were ordered by law enforcement officers allegedly connected to the Duterte administration to kill the three Chinese nationals.
According to Tan, after the crime, he allegedly overheard a conversation between then-officer-in-charge at DPPF Supt. Gerardo Padilla and former president Duterte.
“Alam ko na ang kausap ni Supt. Padilla ay si presidente Duterte dahil pamilyar po ang boses niya. Pagkatapos ng tawag, sabi ni Supt. Padilla sa mga kasamahan niya doon, ‘tumawag si Presidente, nag-congrats sa akin.’ Dahil sa sinabing ito ni Supt. Padilla kaya lalo akont napaniwala na ang tumawag sa kaniya ay si presidente Duterte,” he said.
However, when asked by the committee if he had met ex-president Duterte in person, Tan said he only frequently heard his voice.
Following this, the House formally invited former president Rodrigo Duterte to appear before the committee to respond to the allegations against him.
In a statement, Atty. Salvador Panelo called the accusations a “demolition job” against the former president.
“The demolition job on the Dutertes is in full swing. The enemies of FPRRD are using convicted felons of murders and drug trafficking to link him to the murders of the 3 Chinese detainees of which they were the perpetrators on the basis of their bare allegations,” Atty. Panelo said.
He also said that the convicts have nothing to lose since they are jailed for life and are making these statements for personal gain.
“If it is true, as they say, that they killed the 3 Chinese in exchange for money and release from prison, necessarily they can lie about FPRRD’s alleged link to the murders for the same consideration of money and freedom coming from those who want to destroy the Dutertes,” according to Panelo.
