(July 25, 2024) – The provincial government of Bataan, Bulacan, Batangas, Cavite, including Pinamalayan in Oriental Mindoro were placed under state of calamity on Thursday, alongside National Capital Region (NCR) due to devastation caused by southwest monsoon (habagat) and Super Typhoon Carina.
This was reported by Department of Interior and Local Government (DILG) Sec. Benhur Abalos in a situration briefing with Pres. Bongbong Marcos and officials from other related-agencies.
Hard-hit areas identified include Abucay in Bataan; Baliwag, Obando, Plaridel, Pulilan, at Sta. Maria in Bulacan; Cainta, Taytay, San Mateo, Morong, Rodriguez, and Angono; as well as Tingloy in Batangas.
According to Abalos, these places were initially identified as hard hit areas as there were little to no access to relief goods, suffered widespread damages, recorded high number of displacement, and also experienced lack of non-food items.
As of 5 a.m. today, evacuation efforts have led to the relocation of 36,319 families comprising 149,006 individuals across Regions I, II, CAR, III, NCR, IV-A, and IV-B.
Meanwhile, 73 roads and 16 bridges have been reported impassable in Regions NCR, I, CAR, III, IV-A.
Power outages have affected 69 municipalities across 14 provinces in Regions I, III, IV-A, IV-B, and CAR with the ongoing efforts to restore electricity.
Flooding has been reported in 611 areas in four regions.
The DILG also emphasized the urgent need for immediate response, including the provision of high-powered equipment for mud removal due to flash floods, medications to prevent diseases like leptospirosis, and even the prevention of looting incidents.
The official death toll stands at eight confirmed fatalities, with 11 others undergoing verification and two individuals reported missing as rescue operations continue.
The declaration of a state of calamity enables local governments to utilize emergency funds for relief and rehabilitation efforts amidst the ongoing crisis.
Super Typhoon Carina exited the Philippine Area of Responsibility (PAR) at 6:20 a.m., according to the report from PAGASA.
Rainfall is still expected in some parts of Luzon due to the southwest monsoon while moderate to heavy rainfall is also possible in western parts of Luzon.
