‘Aabangan at huhulihin’: MMDA warns motorists covering plates to dodge NCAP

(May 29, 2025) – The Metropolitan Manila Development Authority (MMDA) is cracking down on motorists who try to outsmart the No Contact Apprehension Policy (NCAP) by covering or hiding their license plates.

Photos making the rounds online show motorcycles with plates blocked by black tape, packaging materials — even face masks. One viral clip shows a rider caught in the act of taping over his plate number.

MMDA chairman Romando Artes said he has already instructed personnel manning traffic cameras to keep an eye out for these kinds of violations.

“May utos ako sa ating mga nagbabantay sa CCTV na kung may makita silang tinakpan ang plaka, aabangan ng mga enforcer natin ‘yan at huhulihin,” said Artes.

The NCAP uses surveillance cameras to automatically detect traffic violations. MMDA believes some drivers are deliberately concealing their plates to avoid being flagged.

Still, not all motorists are against the policy. Some say it helps keep drivers in line.

“Mas maganda na tumupad tayo sa batas trapiko talaga. Okay na ipatupad ang NCAP,” said a motorcycle rider who identified himself as Genny Boy.

The MMDA said NCAP has already led to fewer violations. From more than 1,000 infractions recorded on Monday, the number went down to about 800 the next day.

But even as the agency touts improved discipline, many are bracing for heavier congestion when the EDSA rehabilitation project begins in June. To manage traffic, the government will enforce an odd-even number coding scheme — though taxis, electric and hybrid vehicles, and emergency units will be exempt.

Some commuters are calling for work-from-home options to help ease the burden. The Makati Business Club also said many companies are likely to extend flexible work setups while the roadwork is ongoing.
