AUGUST 26, 2019 – The Department of Justice (DOJ) has suspended processing the good conduct release of thousands of inmates, following an uproar over the possible freeing of convicted rapist and murderer Antonio Sanchez.
Justice Sec. Menardo Guevarra ordered the suspension, pending the creation of a task force to review the prisoners’ good conduct criteria, in coordination with the Bureau of Corrections (BuCor) and the Board of Pardons and Parole (BPP).
“We will surely inform the Supreme Court about the need to temporarily suspend the processing of GCTAs until the BuCor guidelines have been carefully reviewed by a DOJ task force to be constituted for the purpose,” Guevarra said.
“We expect the processing to pick up greater speed once the guidelines have been reviewed and firmed up.”
Last week, Guevarra announced that over 11,000 inmates in prisons all over the country -including Sanchez – could soon walk free after the Supreme Court’s decision to retroactively apply Rupiblic Act 10592 or the Good Conduct Time Allowance (GCTA) law.
Guevarra later clarified that Sanchez is not qualified for release, stressing that the GCTA categorically excludes recidivists, habitual delinquents, escapees, and persons charged with heinous crimes.
Sanchez, along with six of his henchmen, were meted seven counts of reclusion perpetua (40 years in prison) in 1995 for the rape of University of the Philippines Los Baños (UPLB) student Eileen Sarmenta and the murder of her friend, Allan Gomez.
He was again sentenced in 1996 to two terms of reclusion perpetua for the 1991 murders of father and son Nelson and Rickson Peñalosa.
