(August 10, 2024) – A teachers’ group on Saturday urged Department of Education (DepEd) secretary Sonny Angara to immediately suspend the implementation of an order setting the guidelines for the workload of teachers.
The Teachers’ Dignity Coalition (TDC) claimed that DepEd Order No. 5 will only lead to a “burdensome workload” for teachers, saying it would only be worsened by enforcing the MATATAG curriculum.
“Ang DepEd Order No. 5 ang naging batayang legal para pahirapan ang ating mga guro sa ilalim ng MATATAG curriculum,” said TDC chairperson Benjo Basas in a statement.
The said curriculum was ordered by former DepEd secretary Vice Pres. Sara Duterte-Carpio.
Basa furthered that the directive violates Republic Act No. 4670 or the Magna Carta for Public School Teachers since it requires teachers to teach six hours daily. Issued last April, the order promised teaching overload pay.
“Ang sabi sa batas, puwedeng pagturuin ang guro nang hindi lalampas sa anim na oras, pero hindi sinabing dapat sagarin ang anim na oras. Magkaiba ‘yun,” added Basas. “Kahit sa mga naunang polisiya ng DepEd ay walang ganitong requirement, kaya nga kami nagtuturo lamang ng apat hanggang limang oras.”
Education groups have lamented the inequality in the salary of teachers and their heavy workload, which includes administrative duties outside of actual teaching. This, they said, has affected the efficiency of teachers.
Last year, a study by the World Bank revealed that learning poverty in the Philippines was linked to poor teaching quality.
The TDC also raised the alarm that DepEd Order No. 5 could lead to more education gaps.
“Noong una, mga pangamba lamang namin ito, pero ngayon ay nagkatotoo na dahil sa pagpapatupad ng MATATAG curriculum, kung saan ipinasok ang iba pang programa na kami rin ang magtuturo,” said Basas.
Under the MATATAG curriculum, the National Mathematics Program and the National Reading Program were integrated into regular classes, forcing teachers to teach subjects beyond their knowledge.
“Required na ngayon ang mga guro na magturo ng hanggang walong klase, at kung hindi naman aabot nang anim na oras ang turo, hahanapan ng iba pang teaching load sa ibang subject o year level,” lamented Basas, adding that they hope to meet with Angara and other DepEd officials.
