(July 9, 2021) – A nongovernmental labor organization on Thursday expressed their dismay after President Rodrigo Duterte’s legislative adviser said that putting an end to contractualization is no longer a priority of the administration in its last year of office.
The Ecumenical Institute for Labor Education and Research (EILER) lamented the statement of presidential legislative adviser Jacinto Paras, saying that this proves the inaction of the government to address “endo.”
“Nakakalungkot na balita ito para sa milyun-milyong kontraktwal na manggagawa. Malaking suliranin para sa mga manggagawa ang kawalan ng benepisyo at seguridad sa trabaho dulot ng kontraktwalisasyon,” said EILER Executive-Director Rochelle Porras.
Porras also criticized the government after Paras said that Duterte had vetoed the Security of Tenure (SOT) bill in 2019 after several sectors voiced out their opinions on the issue.
“Kung babalikan ang pag-veto ng Security of Tenure Bill, ipinapakita nito kung sino ang pinapanigan ng pangulo, hindi ang mga manggagawa,” said Porras. “Walang tipo ng kontraktwalisasyon na beneficial sa empleyado. Laging dehado ang manggagawa na walang seguridad sa trabaho.”
According to data from the International Labor Organization in 2018, around 7 to 10 million Filipino workers are still contractual. This is despite Duterte’s promise to abolish “endo” during his presidential campaign in 2016, saying that contractualization is not fit for the country.
“I will not run a country that way. If those who have money won’t accept this, then you campaign against me. Make sure tatalunin ninyo ako. I will not go for it. It is not a policy. It is not good,” said Duterte in 2015.
In September 2018, Duterte certified the SOT bill as urgent, allowing lawmakers to fast-track its passage. A year later, Duterte vetoed the SOT bill, saying that it destroys the balance between the interests of laborers and employers.
Several labor groups, including the EILER, have pushed for the end of contractualization, saying that this has deprived workers of the benefits and has made them vulnerable to abuse.
The EILER noted that more workers have been affected by labor flexibilization during the COVID-19 pandemic.
“Mas dama ngayong pandemiya ang epekto ng kontraktwalisasyon. Marami sa mga kontraktwal na manggagawa ang hindi tumatanggap ng benepisyo at mas mababa ang sahod dahil sasabihing ‘kontraktwal’ sila. Sila ang unang natatanggal sa trabaho at madalas ” added Porras.
Porras also cited the International Trade Union Confederation’s 2021 Global Index Report where the Philippines was named as among the 10 worst countries for workers in the world.
With this, the EILER urged workers and labor rights defenders to continue calling for the end of contractualization and to uphold the fundamental rights of workers.
“Matapos lumabas ang ITUC 2021 Global Index Report, ang dapat pa nga ay maging prayoridad ng administrasyon ang kapakanan, kabuhayan, at karapatan ng bawat manggagawang Pilipino,” said Porras. (MB)
