(March 20, 2025) – Former senator Leila de Lima, who was arrested in the Senate, slammed Sen. Bato Dela Rosa after revealing his plan to hide once the International Criminal Court (ICC) issues an arrest warrant for him.
De Lima stressed that Dela Rosa’s plan is a “cop-out” or avoiding accountability after repeatedly bragging that he is ready to face the ICC for his alleged role in the brutal war on drugs of former president Rodrigo Duterte.
“He becomes a fugitive, and if he wins a second term, he cannot perform his functions because he will be in hiding,” said De Lima on X on Wednesday.
Dela Rosa, a staunch ally of Duterte, said he doesn’t need to surrender since the country’s justice system isn’t working. Previously, he insisted on the opposite as he maintained that Duterte shouldn’t be arrested by the ICC.
He is considered the main architect of Duterte’s deadly war on drugs during his stint as chief of the Philippine National Police from 2016 to 2018.
“Akala ko ba hinamon pa niya si Sen. (Antonio) Trillanes na sumama pa sa arresting team (ng ICC) at haharapin niya sila? ‘Yun pala magtatago lang siya after all the bluster and drama,” added De Lima, who’s the first nominee of Mamamayang Liberal Party-list in the 2025 midterm elections.
Last May, Trillanes revealed that the ICC would issue arrest warrants for Duterte and his cohorts, including Dela Rosa, for crimes against humanity during the bloody war on drugs. Duterte was arrested on March 11.
On Monday, Senate Pres. Chiz Escudero said Dela Rosa could seek protection via the Senate through “institutional courtesy.”

De Lima was jailed for seven years due to trumped-up drug-related charges. She was fully acquitted and released last June. Her arrest was perceived as politically motivated after heavily criticizing Duterte.
“Nagkamali ng propesyon ‘yang si Bato. Dapat nag-artista na lang ‘yan. Baka nakakuha pa siya ng award,” added De Lima.
