(May 12, 2024) — The Department of Social Welfare and Development (DSWD) will commence validating and registering 300,000 families for the “Walang Gutom 2027: Food Stamp Program” (FSP). The initiative will prepare for the program’s full-scale implementation in July, targeting 21 provinces across 10 regions.
Undersecretary for Innovations Edu Punay outlined the program during a news forum in Quezon City, noting that approximately 1,000 staff have been hired to oversee validation in priority areas. Further, Punay highlighted Pres. Ferdinand Marcos, Jr.’s role in shaping the meticulous design, providing feedback multiple times to refine the program.
“Very hands on po si Pangulong Marcos, nagbigay po siya ng inputs niya sa design. Pinakialaman ng ating pangulo ang design. Mga three or four times naming na-present sa kanya ang programa,” Punay said.
“Gusto po niya ay hindi lamang sagutin ang gutom kundi gusto niyang pakaiinin ng masustansya[ng pagkain] ang mga benepisyaryo,” he added.
Punay also highlighted how electronic benefit transfer (EBT) cards, instead of paper vouchers, will be used to ensure secure transactions. This approach provides beneficiaries with purchasing power, allowing them to select foods according to their families’ preferences.
“Hindi lamang ito ‘yung papel na voucher na pwedeng i-reproduce, kaya ang system na gamit ng programa ay secured,” Usec. Punay said.

The program encourages behavioral change through nutrition education sessions facilitated with private sector partners. Local government units are expected to replicate the FSP once the technology is transferred to them.
With the three-year implementation, the DSWD aims to help 1 million of the country’s most food-insecure households rise above the poverty threshold — the administration’s flagship initiatives, combating hunger by supplying food aid to those in the Philippine Statistics Authority-defined “food-poor” criteria.
