(November 7, 2024) – Lawyers for retired police colonel Royina Garma on Thursday defended Reps. Dan Fernandez and Bienvenido Abante Jr., saying that neither of them coerced P/Col. Hector Grijaldo into confirming the existence of a “reward system” during the war on drugs of former president Rodrigo Duterte.
Grijaldo, who spoke at a Senate hearing, previously claimed that Fernandez and Abante, both co-chairpersons of the quad committee of the House of Representatives, pressured him to verify the alleged system that incentivized the killing of drug suspects.
Grijaldo’s accusation followed earlier testimony from Garma and former police officer Jovie Espenido, who revealed the existence of the reward system, with Espenido alleging that funds came from intelligence budgets and illegal gambling revenue.
“At no point did any of the congressmen attempt to pressure Mr. Grijaldo into conforming to a predetermined narrative,” said lawyers Emerito Quilang and Rotoiv Cumicad in a joint statement. “We feel compelled to address the recent claims made regarding the supposed coercion and manipulation of testimony involving colonel Garma’s affidavit.”
Grijaldo alleged that in a quadcom hearing last October 22, Fernandez called him to a private meeting with Abante, where he was presented with Garma’s supplemental affidavit and encouraged to confirm the reward system’s existence.
However, the lawyers insisted that the discussions were “cordial and respectful,” describing Fernandez and Abante as “professional and focused” on the issues.
Both lawmakers have denied Grijaldo’s claims.
“Our intention in providing this statement is to clarify the nature of the interactions that occurred and to provide an unbiased and factual account of the events,” added Quilang and Cumicad.
Amid the accusation, Fernandez and Abante expressed willingness to step back from the hearings to avoid potential conflicts of interest.
“This pertains to the integrity of this quadcom and we don’t want this quadcom to be deluged with so many bad comments about what Chairman Abante and this representation have done in order to ferret out the truth,” said Fernandez in a quadcom hearing on Thursday.
Grijaldo was absent from today’s hearing, with his camp sending a letter stating he was experiencing shoulder pain.
The committee issued a show-cause order, demanding that Grijaldo explain his absence to avoid potential contempt charges.
