(August 11, 2024) — Sen. Win Gatchalian and Sen. Joel Villanueva have filed a joint Senate Bill No. 2733 on Sunday, a proposed legislation that seeks to amend existing laws to allow Filipinos with dual citizenship to work as faculty members, researchers, or administrators in public higher education institutions (HEIs) in the Philippines.
The billl aims to amend Section 5 (3) of Republic Act No. 9255, also known as the ‘Citizenship Retention and Re-Acquisition Act of 2003.’
Under the current law, individuals who retain or re-acquire their Philippine citizenship are allowed to hold public office, provided they swear an oath of allegiance to the Republic of the Philippines and renounce any prior oath of allegiance to another country.
However, this requirement to renounce previous allegiance has been seen as a barrier for those who wish to serve in public HEIs since they are ought to surrender to only a single citizenship to teach.
The bill will remove the restriction on Filipinos with dual citizenship to contribute to the Philippine education system.
Sen. Gatchalian, Co-Chairperson of the Second Congressional Commission on Education and Chairman of the Senate Committee on Basic Education highlighted the importance of this amendment, emphasizing its potential boost to the quality of education in the Philippines which will also help address issues on the global ranking of public HEIs and declining inbound faculty.
The lawmaker also pointed out that it will help increase the enrollment of international students and improve the world rankings of public HEIs.
“Sa gitna ng patuloy nating pagsulong ng internationalization sa sektor ng edukasyon, napapanahon nang buksan natin ang ating mga pampublikong kolehiyo at mga pamantasan sa mga kababayan nating may mga dual citizenship,” Sen. Gatchalian said.
“Magiging oportunidad ito para madagdagan ang bilang ng mga gurong handang magbahagi ng kanilang kaalaman at karanasan mula sa ibang bansa,” he added.
