MAY 11, 2020 – President Rodrigo Duterte will decide later on Monday to extend for another 15 days the enhanced community quarantine in the capital and other regions with high-risk of coronavirus infections or ease restrictions to allow a gradual re-opening of the economy, his spokesman said on Monday.
Harry Roque, in a regular news briefing, said the popular leader will meet with his Cabinet and members of an inter-agency task force for the management of emerging infectious diseases at early evening to discuss and assess the situation.
Roque said the meeting will come after another meeting to assess the trend of the coronavirus infection in the country as experts will present data analytics and study options on possible next steps to address the public health crisis.
“The president will make a statement after the meeting but I am not sure about the time because we don’t know when the meeting will end,” he said, but the Presidential Communications Operations Office usually airs the president’s message before midnight.
Over the weekend, mayors in the 17 cities and a town in the capital region suggested three options to the inter-agency task force after the 60-day lockdown ends on May 15.
Parañaque Mayor Edwin Olivares said there was a consensus among the local executives for a modified form of lockdown, allowing restrictions to be lifted in Metro Manila but with an option to place under tighter lockdown certain barangays in their respective areas if there will be higher rates of infection.
Another option was to continue the restrictions for another 15 days and a third option was to place Metro Manila under general community quarantine for as long as it is necessary to eliminate the disease.
The mayors were encouraged by a data presented from the health department and the World Health Organization (WHO) showing seven cities have registered a slowdown in the rate of infection.
Marikina topped the list with more than eight days before the number of infections doubled. San Juan, Pasig, Pasay, Las Pinas, Malabon and Caloocan also had registered a deceleration rate of transmission.
Nine other cities posted acceleration rate while Pateros, the only town in the capital, has no available record.
The report was enough for five mayors, including Manila and Quezon City with the highest number of coronavirus cases, to recommend the lifting of the enhanced community quarantine, shifting to a general community quarantine.
The mayors are getting concerned over the conditions of large segment of their constituents due to prolong work stoppage and business closures.
Most of the areas in the capital region also failed to complete the distribution of cash subsidy as it expired on Sunday but the interior department has allowed them to continue paying out 8,000 pesos a month to poor households who are the hardest hit by the pandemic.
Caloocan and Parañaque are among the top cities which are nearing completion of 100 billion pesos cash subsidy under the first tranche of the program.
The second and last tranche could begin before the end of the month, said an interior department official.
