MMDA: Odd-even scheme on EDSA to replace regular coding scheme once rehabilitation begins

(May 27, 2025) – MMDA Chairman Romando Artes clarifies that the odd-even scheme will replace the regular number coding scheme on EDSA once the rehabilitation begins.

“Bale ang odd-even scheme will totally replace ‘yung existing natin so far as EDSA is concerned. So ‘yung mga sasakyan po, so far as EDSA is concerned, ay tatlong beses silang mako-cover ng number coding scheme,” said MMDA Chairman Romando Artes in an interview on the program “Ted Failon and DJ Chacha” of True FM.

According to Artes, there will be a one-month dry run that motorists will simply be guided but not ticketed during this period.

He said the one-month dry run is intended to allow more time for preparation and public information dissemination, and to coincide with the waiving of toll on Skyway Stage 3.

“Ayon po kay Sec. Vince Dizon, mga July pa po masisimulan ‘yung libre [toll] po sa Skyway Stage 3. So parang tatapatan po natin ‘yung date ng implementation na ‘yun para po may alternatibong talagang daan ‘yung mga kababayan natin na maaapektuhan ng odd-even scheme sa EDSA,” he shared.

“‘Yung mga ganoon po hindi huhulihin ‘yung mga tawid po ng EDSA. Ganoon din, ‘yung electric at hybrid vehicles exempted po. Ang motorcycles po ay hindi po kasama, and taxis po ay hindi sila covered ng odd-even scheme,” he added.

Artes also clarified that the odd-even scheme will apply only within EDSA. Outside EDSA, the regular number coding scheme will remain in effect.

The MMDA is set to implement the odd-even scheme on EDSA starting June 16.

The rehabilitation of EDSA is scheduled to begin on June 13.
