(November 30, 2023) – Two reclamation projects in Pasay may continue after complying with the requirements set by the Department of Environment and Natural Resources (DENR) in a development criticized by environmental groups.
DENR secretary Toni Yulo-Loyzaga said they only evaluated and assessed the compliance of the Pasay Eco City Development Project and noted that the decision to resume was not up to them.
“There were several technical conferences called because there were some findings and observations. And after they complied with what was required, documentation-wise and then review-wise, the DENR actually submitted a report and they have in fact substantially complied,” said Yulo-Loyzaga in a media briefing.
According to her, the Philippine Reclamation Authority (PRA) was the one tasked to lift the suspension earlier imposed by the administration of President Bongbong Marcos Jr.
Reports about the resumption of the 265-hectare Pasay Harbor City Reclamation Project and the 360-hectare Pasay Reclamation Project were released last week following the statement issued by the local government unit of Pasay.
The PRA assured that it is not closing its doors to any concerns that individuals and groups may still have about the reclamation projects.
“We are committed to fostering open and constructive dialogue with all affected parties, valuing their inputs as integral in navigating this development together,” said the PRA.
To recall, Marcos ordered the suspension of reclamation projects in Manila Bay last August, subjecting them to environmental and social impact reviews.
Albay Rep. Joey Salceda welcomed the resumption, citing the high value of real estate assets it can produce for the government. He also doubled down on the importance of “complete compliance” on the part of all other reclamation projects to ensure that the implementation will be done responsibly.
But cause-oriented groups were not pleased about the resumption because of the drastic impact of reclamation projects not only on the environment but also on the livelihood of local fisherfolk.
Kalikasan People’s Network for the Environment (PNE) said Marcos should not have allowed the resumption, questioning his sincerity in protecting the country’s environmental resources.
“Allowing any of the projects to continue at this point is tantamount to the government giving a green light to ecological devastation,” said Kalikasan PNE national coordinator Jon Bonifacio, stressing the “worsening floods and economic displacement” that reclamation projects may deal to local communities.
Similarly, the Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) reiterated its stand against reclamation projects due to the impact on marine resources.
Pamalakaya national chairperson Fernando Hicap said it would be more prudent for the government to “revoke the environmental permits of all reclamation projects while the assessment was ongoing.”
“We maintain that every single reclamation in Manila Bay is harmful to the marine ecosystem and livelihood of fisherfolk and thus should be completely terminated,” added Hicap.
