(September 19, 2022) – Following the brownout in a terminal during the weekend, the head of the Manila International Airport Authority (MIAA) on Monday said they have ordered a full technical audit and maintenance of the equipment and systems in all four terminals of the Ninoy Aquino International Airport (NAIA).
MIAA general manager Cesar Chiong said they want to inspect the entire airport to prevent a similar event from occurring, noting that over two dozen domestic and international flights were delayed or cancelled due to the brownout at NAIA Terminal 3.
“We’re doing a full audit—technical and maintenance audit ng lahat ng defective equipment na hindi lang sa Terminal 3, we’re actually looking at it for the whole,” said Chiong on Ted Failon and DJ Chacha sa Radyo5.
On Saturday, the MIAA apologized to the passengers and other stakeholders affected by the power interruption that lasted for an estimated eight hours. It also vowed to conduct a probe with Meralco.
Joe Zaldarriaga, the vice president and head of corporate communications of Meralco, said the interruption had nothing to do with the electric company.
“Batay sa resulta ng imbestigasyon, walang naging problema sa Meralco facilitites at nakumpirmang loadside facility ng terminal ang nagkaisyu,” said Zaldarriaga. “Minabuti na rin ng Meralco na manatili sa site at mag-assist habang inaayos ng mga airport engineer ang nakitang problema sa kanilang facility.”
It was not the first time that a power outage occurred at NAIA Terminal 3. In April 2016, the operations at the said terminal—the largest among the four—were interrupted because of a generator that failed to work, leading to a six-hour brownout.
Chiong said they will work with the Department of Transportation in addressing the power problem at NAIA. As of now, he vowed to look into past audits to know the steps that they need to work on.
“I’m trying to understand what were the specific recommendations that were done before na hindi na-follow through. Hiningi ko na ‘yung audit that was done before on how we can take action on those items that may not have been done or hindi na-prioritize,” said Chiong.
He further noted that their generator sets can only supply 40% of the load needed by NAIA Terminal 3. After the review, Chiong said they would like to upgrade the whole system to 100% to cover the full demand.
Like the other industries, Chiong pointed out that the MIAA sustained heavy losses due to widespread lockdowns during the COVID-19 pandemic. But he said they’re hopeful now that domestic flights have returned to pre-pandemic levels.
“Inuuna namin ngayon ‘yung critical infrastructure—lighting, aircon, check-in counter, immigration counter, baggage conveyor, at passenger boarding bridges. These are the critical systems and infrastructures na ipa-prioritize namin ‘yung loading para ‘pag may nangyari ulit, hindi maaapektuhan,” said Chiong.
