(September 6, 2022) – As text scams continue to spread, a consultant of the National Telecommunications Commission (NTC) said the passage of a measure that seeks to identify the owners of subscriber identity module (SIM) cards could aid the investigation of the issue.
Edgardo Cabarios, a former NTC deputy commissioner, noted that the information could be an ideal starting point in digging deeper into the proliferation of dubious texts that raised alarms over the possible breach of data privacy laws.
“Makakatulong nang malaki ‘yang SIM card registration kasi identified ka,” said Cabarios on One News’ The Chiefs. “Kung ikaw, nag-register at hindi gumamit ng totoong (identification card) mo, may trace pa rin kasi may bumili. Merong pagsisimulan ng imbestigasyon. Ngayon kasi totally blank eh.”
On Monday, several senators renewed their push for the passage of the SIM Card Registration Bill following the reports of spam messages that aim to fool the public. The lawmakers pointed out that simply blocking the numbers won’t stop the problem altogether.
Former President Rodrigo Duterte vetoed the said measure over a provision that sought the mandatory registration of social media accounts. But some senators are hopeful that it would get the nod of President Bongbong Marcos Jr. this time.
“Let’s pass it once again hopefully before the break to show the public that we mean business when it comes to stopping all sorts of text scams,” said Senate President Juan Miguel Zubiri.
Lawmakers from a panel in the House of Representatives have already approved their version of the SIM Card Registration Bill. Only Kabataan Rep. Raoul Manuel, a member of the Makabayan bloc, dissented because of the poor cybersecurity system in the country.
Cabarios noted that data processors should protect the information provided by their stakeholders. For now, Filipinos could only speculate where the leak potentially started since the scam messages have become more personalized, including the name of the recipient.
“Basta’t binigay mo ang personal information mo sa kumpanya or sa isang tao, dapat pangalagaan nila ‘yon kasi it’s personal information. Ngayon, mukhang nag-leak,” said Cabarios.
Just last week, Cabarios announced that the NTC and the National Privacy Commission have started working together to put an end to the scam texts. Telecommunication firms were also asked to blacklist the mobile numbers used for illicit activities.
Cabarios stressed that individuals found guilty of committing these acts should face tough penalties to discourage others from doing so. Those who use their SIM cards for scamming may face jail time and pay fines under the proposal but lawmakers can introduce changes to the bills if deemed necessary.
“Kung ang tsansa na maparusahan sila ay mababa, tutuloy-tuloy ‘yan hanggang meron silang maloloko. Tuloy ‘yan. Kaya dapat may masampolan para matakot ‘yung gagawa niyan,” said Cabarios.
