‘SIR! 10K KO, SIR!’ | Planong P10K ayuda bawat pamilya ni Sen. Alan Peter Cayetano

(SPECIAL REPORT) – Tumatak sa mga botante ang plano ni Sen. Alan Cayetano na bibigyan ng P10,000 ayuda ang bawat pamilya kapag nakabalik siya sa Senado. Ngayong nangyari na ito, may posibilidad nga ba na matupad niya ang kanyang sinabi, lalo ngayon na tumataas ang mga presyo ng bilihin?

(July 6, 2022) – Naging laman ng mga biro sa comment sections sa social media si Sen. Alan Peter Cayetano dahil sa kanyang sinambit na mabibigyan ang bawat pamilya ng P10,000 ayuda kapag nakabalik siya sa Senado.

Marami na ang naka-move on sa resulta ng eleksyon pero tila hindi pa rin maka-move on ang iba sa sinabi ni Cayetano noong kampanya.

Kaya ang tanong ngayon ng karamihan: May posibilidad pa nga bang matupad ito o taktika lang ito ni Cayetano para manalo sa halalan? Nagtapos ang beteranong mambabatas sa ikapitong puwesto sa senatorial race matapos makakuha ng mahigit 19 milyon na boto.

Bilang mga miyembro ng 18th Congress, inihain ni Cayetano at ng kanyang asawang si Taguig Mayor Lani Cayetano ang 10K Ayuda Bill noong Pebrero 2021. Layon nitong ipanawagan ang paglikha ng isang financial aid program na magbibigay ng P10,000 one-time cash aid sa bawat pamilya o P1,500 kada indibidwal.

Puwede rin daw itong magsilbing puhunan sa mga nais magsimula ng maliit na negosyo o muling buhayin ang mga nagsara dulot ng mga lockdown na ipinatupad sa kasagsagan ng COVID-19 pandemic.

Gayunpaman, hindi naipasa ang P10K Ayuda Bill sa Kongreso.

‘Tumulong na lang kayo’

Sa pagbabalik sa mataas na kapulungan ng Kongreso, iginiit ni Cayetano nitong Hunyo na agad niyang ihahain ang 10K Ayuda Bill pati ang iba pa niyang priority bills para makatulong sa mga kababayan.

Ito ang kanyang tugon sa mga bumabatikos at naghahanap sa kanyang sinabing P10,000 ayuda para sa bawat pamilya. Paglilinaw niya, kailangan pa ng aksyon ng Kongreso at ng administrasyon ni President Bongbong Marcos, Jr. bago ito maipatupad.

Sinabihan din niya ang mga kritiko na “tumulong na lang” upang mas makabangon ang bansa sa pandemya.

Ilang beses namahagi ang pamahalaan ng tulong pinansyal sa mahihirap na naapektuhan ng pandemya sa pamamagitan ng mga batas na Bayanihan I at Bayanihan II. Sa kasagsagan ng mga lockdown, nakatanggap ang mga kuwalipikadong pamilya ng P5,000 hanggang P8,000 cash aid mula sa gobyerno.

Pero marami ang nagsabi na hindi sapat ang mga ito para makaraos, lalo’t maraming trabaho ang naapektuhan.

Sa ilalim naman ng panukalang Bayanihan III, inirerekomenda ang pagbibigay sa bawat Pilipino ng dalawang round ng ayuda na nagkakahalaga ng P1,000. Hindi sumang-ayon dito si Cayetano at itinutulak na gawin itong P10,000 kada pamilya.

“May consensus naman talaga ang buong Pilipinas na kailangan ng P10K ayuda ng mga Pilipino at ito’y mabuti sa ekonomiya at ito ay mabuti sa pamilya,” ani Cayetano sa isang pahayag.

Bagaman hindi pumasa ang nauna nilang panukala, inilunsad ni Cayetano ang programang Sampung Libong Pag-asa noong Mayo 2021 kung saan binigyan ng P10,000 cash aid ang mga piling pamilya sa iba’t ibang bahagi ng bansa. Galing daw sa sariling bulsa ni Cayetano ang pondo para sa programa, kasama na rin ang mga donasyon ng kanyang mga kaalyado sa Kamara, mga kaibigan, at mga business owner.

Lulusot sa Kongreso?

Para kay Atty. Michael Yusingco ng Ateneo School of Government, kailangan ng proponent para tugunan ang mga hamon sa pagsasabatas ng 10K Ayuda Bill at makakuha ito ng suporta mula sa publiko.

“First, who will receive the ayuda and why them? What is the justification? Second, how will the ayuda be distributed? Through which agency? Third, how will this be funded?” ani Yusingco sa panayam ng News5.

Umaasa si Cayetano na ang mga bagong mambabatas ng kanyang hometown na Taguig na sina Rep. Ricardo Cruz Jr. at Rep. Maria Amparo Zamora ay makapaghahain din ng counterpart bill sa Kamara.

Pagdating sa Senado, wala pang malinaw na kaalyado si Cayetano para mas maisulong ang P10K Ayuda Bill. Si Sen. Joel Villanueva, na nakasama niya sa isang campaign advertisement, ang nagpahayag pa lamang ng suporta. Binanggit na rin ni Cayetano na payag siyang sumali sa mayorya ng Senado kung ibibigay sa kanya ang Blue Ribbon Committee.

Kung pumasa man ang panukala sa Kongreso, kailangan pa itong pirmahan muna ni Marcos bago maisabatas. Hindi pa malinaw kung makakaapekto rito ang matagal nang pagtutol ni Cayetano kay Marcos. Naging viral pa ang tapatan nila sa isang vice presidential debate noong 2006, kung saan binanatan ni Cayetano ang anak ng yumaong diktador tungkol sa kanilang ill-gotten wealth.

Gayunpaman, nanawagan si Cayetano sa taumbayan na huwag munang husgahan si Marcos at bigyan ng pagkakataon bilang pangulo.

“He was elected, he is set to be proclaimed, give him a chance, let’s see what he does then let’s judge it later on,” sabi ni Cayetano sa isang press conference noong Mayo.
