(March 31, 2025) – The poverty incidence among 10 out of 14 basic sectors in the Philippines dropped in 2023, according to the Philippine Statistics Authority (PSA) on Monday.
The basic sector with the lowest poverty incidence is senior citizens at 7.8%, followed by labor and migrant workers at 8.3% and individuals in urban areas at 10.3%.
“A comparison of poverty incidences among the basic sectors from 2021 to 2023 reveals a decline across all sectors. In the same period, poverty incidence at the national level also declined by 2.6 percentage points,” said the PSA.
Other basic sectors that also saw improvements include the youth (14.1%), persons aged 15 and above with disabilities (14.1%), women (15.6%), and self-employed and unpaid family workers (16.1%).
The poverty incidence among children, farmers, and fisherfolk also dropped to 23.4%, 27.0%, and 27.4%, respectively.
However, a survey by the Social Weather Stations in December revealed that 63% of families or approximately 17.4 million households considered themselves poor. This is the highest self-rated poverty since November 2003.
Last August, Pres. Bongbong Marcos Jr. touted that 2.5 million Filipinos were lifted out of poverty and only 10.9% of families remain poor.
“Our goal is to further reduce this rate to nine percent by 2028 and improve the lives of eight million Filipinos,” said Marcos.
He, however, has been slammed for being allegedly out of touch with the real problems of the poor and for supposedly prioritizing projects that only benefit the rich.
The PSA defines poverty incidence based on the poverty threshold—the minimum income needed to afford basic necessities. As of 2023, it is pegged at P13,873 per month for a family of five.
Progressive lawmakers and cause-oriented groups, however, have argued that the poverty threshold is set too low, leading to an underestimation of the true number of Filipinos struggling to make ends meet.
