(March 12, 2024) – The government’s gender equality body has been coordinating with other agencies to encourage women empowerment initiatives and address the persistent pay gap between male and female workers, an interior official said on Tuesday.
The Philippine Commission on Women, an attached agency of the Interior Department, has been helping agriculture, trade, and science agencies to ensure that they are utilizing their gender and development budget, PCW official Kristine Balmes said.
“Sinusubukan natin silang impluwensyahan para ‘yung kanilang gender and development budget, na minumum of 5%, ay maisama nila sa kanilang mga plano at magastos ito para mai-angat pa yung ating labor force participation at ma-encourage na mas maraming kababaihan,” Balmes said on CignalTV’s One PH channel’s program One Balita Pilipinas.
The Philippine government observes “Women’s Role in History Month” every month of March, based on a proclamation signed by former president Corazon Aquino, aimed at “emphasizing the role of Filipino women in the social, cultural, economic and political development throughout our history.”
The International Women’s Day is also commemorated every March 8.
The Philippines ranks one of the highest among Asia-Pacific countries in progress towards gender parity, placing 16th among 146 countries with a 79.1% gender parity score, according to a Global Gender Gap Index compiled by the World Economic Forum in 2023.
The report noted that gender parity in the Philippines has been partially recovering after the gender gap widened after 2018, at the height of the coronavirus pandemic.
While the country is almost at parity on educational attainment with a 99.9% score, the country saw a slight decline in gender parity in terms of health access, the report said.
On economic participation and opportunity, the country has full parity among senior officers and technical workers, but the average income of women is just 71.6% that of men.
In political empowerment, the percentage of women among Cabinet officials increased to 26%, but the percentage of women in Congress declined to 37.6%.
Balmes said the PCW has been pushing for legislation that would encourage political parties to field more female candidates in national and local elections.
“Proposed namin sana naming bill, ang aming mga kandidato na mga partido ay magkaroon ng quota para sa mga kababaihan para doon sa kanilang ihahain na kandidato. Halimbawa sa senador, ay mabigyan ng ilang percent ng kababaihan na naka-reserve sa kanila na ito ng linya ng kanidato namin,” she said.
