(December 15, 2021) – Several areas in Visayas and Mindanao on Wednesday were placed under Signal No. 1 as Severe Tropical Storm Odette slightly intensified, the Philippine Atmospheric, Geophysical, and Astronomical Services Administration (PAGASA) reported.
Odette, internationally known as Rai, was last seen 735 kilometers (km) east of Hinatuan in Surigao del Sur at around 4 a.m., moving west-northwestward at 25 km per hour (km/h). It has maximum sustained winds of 110 km/h and gustiness of up to 135 km/h as it moves over Mindanao, according to PAGASA.
Odette—the 15th tropical cyclone to enter the Philippine Area of Responsibility this year—is forecast to bring light to moderate rains in Surigao del Norte, Surigao del Sur, and Dinagat Islands today. It is expected to strengthen and bring heavy to intense rains over more areas starting tomorrow.
“Under these conditions, scattered to widespread flooding (including flash floods) and rain-induced landslides are expected especially in areas that are highly or very highly susceptible to these hazard as identified in hazard maps, and in localities with significant antecedent rainfall,” warned PAGASA.
PAGASA also projected Odette to reach the typhoon category within 12 hours, possibly having an intensity of up to 155 km/h before making landfall in Caraga or Eastern Visayas tonight or Thursday morning.
More areas may be placed under storm signals as Odette gains strength over the next few hours, added PAGASA.

In its assessment, the National Disaster Risk Reduction and Management Office (NDRRMC) said around 10,000 barangays may be affected once the storm makes landfall. It covers areas in Visayas, Mindanao, and Southern Luzon, according to NDRRMC spokesperson Mark Timbal.
“Na-identify nga po natin ang mga areas na at risk kaya po pinaalahanan ang LGUs (local government units) na bago pa dumating ang sama ng panahon at nakikita ang imminent risk sa area, ay maaring magsagawa ng pre-emptive evacuation,” said Timbal in a press briefing.
LGUs have started preparing for the possible impact of Odette by mobilizing their disaster response agencies. Regional units of the Department of Social Welfare and Development have also delivered goods and supplies to the areas that could be affected.
President Rodrigo Duterte has also implored authorities to keep a close watch to avoid untoward incidents.
“I direct our government agencies and LGUs as well as to urge our countrymen, especially those who are on or near its (storm’s) projected path, to keep monitoring the situation and conduct all necessary preparations and precautions,” said Duterte in his late-night public address on Monday.
The government has already postponed the scheduled National Vaccination Days in regions within the storm’s track. It will be moved to December 20 to 22.
PAGASA will release its next bulletin on Odette before noon.
