(October 14, 2024) – The International Criminal Court (ICC) must be informed of the findings of the quad committee of the House of Representatives regarding former president Rodrigo Duterte’s bloody war on drugs, the tribunal’s official said on Monday.
Atty. Krissy Conti, the assistant counsel of the ICC, made the remark following the revelations of former Philippine Charity Sweepstakes Office (PCSO) chief Royina Garma.
“We urge President (Bongbong) Marcos to submit the quad comm investigation materials to the ICC for inclusion in the prosecution’s case build-up on crimes against humanity committed in the Philippines,” said Conti in a statement.
She called Garma’s claims “damning evidence” since they established the pattern of killings and the perpetrators during Duterte’s brutal war on drugs.
“Hers is a powerful testament to Duterte’s murderous schemes, from Davao to the rest of the country, that confirms other statements made by insiders as well,” added Conti, who’s also the secretary general of the National Union of People’s Lawyers.
Garma revealed that Duterte rewarded police officers with cash for killing drug suspects, a system he used when he was still the mayor of Davao City.

Garma was appointed by Duterte as PCSO general manager just days after retiring as the chief of Cebu City Police.

The Malacañang, however, reiterated Marcos’ stance to not cooperate with the ICC, saying the administration will not endorse the findings of the quad committee. The country withdrew from the ICC in 2018.
“The Philippines will not return to ICC,” said executive secretary Lucas Bersamin. “Based on this, the president is not expected to change his mind and not refer the quad comm matter to the ICC.”
The ICC is investigating Duterte, Sen. Bato Dela Rosa, and several police officials for alleged crimes against humanity during the merciless war on drugs.
