WONDERFUL MOVE? | Plano ni Sen. Robin Padilla na pederalismo

(SPECIAL REPORT) – Naging bukambibig ni Sen. Robin Padilla ang pagbuhay sa usapin ng pederalismo noong panahon ng kampanya. Sa kanyang pananaw, ito ang solusyon sa sistemang korap sa Pilipinas. Ngayong senador na ang dating action star, gaano nga ba kalaki ang tsansa upang maisabatas na ito?

Hindi na bago ang suhestiyon ng pagpapalit ng porma ng pamamahala sa bansa tungo sa isang federal government. Isa rin ito sa mga pangunahing pangako ni dating Pangulong Rodrigo Duterte ngunit hindi niya ito natupad.

Noong Pebrero, inamin ni Duterte na kahit desidido siyang ipasa ang pederalismo, hindi pa raw handa ang mga Pilipino sa ganitong pamamahala.

Kasalukuyang umiiral sa Pilipinas ang unitary form of government kung saan sentralisado ang kapangyarihan sa national government. Ang federal form naman ay nagnanais na hatiin ang kapangyarihan mula national government patungo sa maliliit na estado o rehiyon para mas maging organisado ang pagtugon sa mga problema na kinakaharap ng mga ito.

Sa pagpasok ng bagong administrasyon, plano muling buhayin ni Sen. Robin Padilla ang usapin tungkol sa pederalismo. Giit niya, ito ang solusyon upang wakasan na ang talamak na korapsyon sa pamahalaan.

“Kung mayroon talagang gamot sa korapsyon, federalism ‘yon. ‘Yun lang. Wala na tayong iba kasi itong sistema na ito ng gobyerno na ito—na unitary government—nandito lahat ang klase ng korapsyon,” ani Padilla sa kanyang Facebook live noong Setyembre.

Dagdag niya, naaabuso lang ng mga politiko ang kasalukuyang sistema. Sa ilalim daw ng unitary na pamamahala, ang “central government” lang ang may kapangyarihang magdesisyon sa halos lahat ng polisiya, bagay na hindi siya sang-ayon.

“At huwag na tayong magtuturo pa ng kung sino ang korap kasi ‘yung mismong sistema ang korap. Alam ng mga politiko kung papano magagamit ’yang unitary government na ‘yan para pagsamantalahan ang mga batas na magbibigay sa kanila ng kalayaan na paglaruan ang pera ng bayan,” dagdag ni Padilla na surpresang top vote-getter sa senatorial race matapos makakuha ng 27 milyong boto.

Aniya, sa isang federal system, limitado ang kapangyarihan ng “central government” dahil ang pangunahing magdedesisyon para sa mga nasasakupan ay ang “state governments.” Naka-angkla raw ang lahat ng desisyon ng “state governments” sa kahilingan ng mga tao.

Sa pamamagitan nito, giit ni Padilla, maiiwasan ang burukrasya at iiksi ang tinatawag na money trail.

“Federalism is people empowerment. Kung gusto talaga natin ng pagbabago, paiksiin natin ang proseso. Ang haba ng proseso sa unitary form of government para makamit ng tao ang progreso,” sabi ni Padilla.

Mga pangakong napako

Nagdesisyon si Padilla, 52, tumakbo bilang senador dahil pagod na raw siya sa mga napapakong pangako ng mga politiko. Kasama dito ang usapin sa pederalismo.

Binanggit niya sa isang panayam kay Boy Abunda noong Abril na sinuportahan niya ang lahat ng mga pangulong nangako ng federal system, kabilang sina Corazon Aquino, Fidel Ramos, Gloria Macapagal-Arroyo, at Duterte.

Naniniwala si Padilla na kahit ginawa ng mga nakaraang administrasyon ang kanilang makakaya upang baguhin ang porma ng gobyerno, hindi ito naging sapat. Kaya naman ito raw ang nais niyang tutukan sa unang tatlong taon niya bilang senador. Itinalaga na siya bilang chairperson ng Senate committee on constitutional amendments and revision of codes ng 19th Congress.

Ayon sa dating action star, pumasa naman ang panukala ng pederalismo sa Kamara ngunit hindi masyadong nabibigyan ng pansin sa Senado. Upang magawa ito, plano ni Padilla na magkaroon ng isang malawakang information drive upang mas maintindihan ng taumbayan ang pederalismo. Ito raw ang isa sa mga kakulangan kaya hindi naipasa ang panukala sa panahon ni Duterte bukod pa sa krisis dulot ng COVID-19 pandemic.

“Paano maiintindihan ng tao eh English kayo nang English diyan? Para sa akin, sa aking kakayahan, maipapaliwanag ko ang pederalismo sa mga tao at nagagawa ko ngayon na kumakandidato pa lang ako,” sabi ni Padilla. “At noong naipaliwanag ko ito, lahat na ng kumakandidato ngayon, pati presidente, bise presidente, pinag-uusapan nila ang pederalismo. ‘Yung ganoong klase sanang pagkamulat ang mangyari.”

Malabong maipasa

Sa panayam ng News5, sinabi ni Prof. Maria Ela Atienza, political analyst mula sa University of the Philippines, na mahihirapan si Padilla na ipasa ang pederalismo. Ito ay dahil may mga mas kailangang bigyang pansin ang bagong administrasyon kagaya ng national budget at ang COVID-19 recovery plan.

Mas mainam aniya na bigyang pansin muna ni Padilla ang pagtulong sa Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) na kasalukuyang sumasailalim sa isang regional experiment autonomy upang mabigyang tugon ang pangangailangan ng mga tao. Pinirmahan ni Duterte noong 2018 ang batas na lumikha sa BARMM na nilalayong tutukan ang usaping pangkapayapaan sa rehiyon pati na makapagpasa ng mga batas na makatutulong sa kanila.

“He is a newbie who still has to understand that one person cannot simply push for his advocacies in the two houses of Congress. He still has a lot to learn and he needs to establish personal and other networks within the Senate and Congress. Brave words do not necessarily translate to action,” sabi ni Atienza. “President Duterte promised to shift to a federal system but look where we are now.”

Inamin ni Padilla na kulang ang kanyang kaalaman sa paggawa ng batas ngunit desidido raw siyang pag-aralan ito.

Dagdag ni Atienza, maaari rin suportahan ni Padilla ang mga panukalang pag-review sa Konstitusyon at sa Local Government Code alinsunod sa pederalismo.

“President Duterte had a super majority in Congress during his time and yet his allies also did not support the draft federal constitution that his consultative committee wrote. Perhaps Robin Padilla’s team can instead focus on further helping BARMM succeed and support the ‘surgical’ amendments,” ani Atienza.
