(May 2, 2024) – Former senator Antonio Trillanes IV on Thursday claimed that the International Criminal Court (ICC) will issue arrest warrants by the middle of the year against key figures in the bloody war on drugs of former president Rodrigo Duterte.
Citing confidential information he received, Trillanes said the arrest warrants, including the one for Duterte, would be released in June or July.
“It’s a waiting game at its point,” claimed Trillanes on One News’ Storycon. “Itong arrest warrants would come in batches. The first batch, isa lang (ang kasama): Si (Rodrigo) Duterte lang. Tapos second batch na ‘yung ibang principal actors. ‘Yun ang aking pagkakaalam.”
Trillanes noted that Duterte’s daughter, Vice Pres. Sara Duterte-Carpio, could be included in the subsequent batches of arrest warrants.
The former lawmaker also confirmed his role in facilitating interviews with witnesses for the probe of the ICC. But he noted that some of the details he’s disclosed weren’t straight from the ICC but “from people who are privy to what’s going on.”
“Ganun ‘yung engagement namin since 2017. Naka-establish tayo ng own relationship with the ICC. But of course may restrictions lang sa paglabas ng information,” said Trillanes.
Duterte has maintained that the ICC has no jurisdiction over the Philippines after the country withdrew from the Rome Statute, upon his order, in 2018. It was officially enacted in 2019.
It is, however, clearly stated in the Rome Statute that the ICC has jurisdiction over crimes committed by a member-state prior to its withdrawal.
Duterte’s successor, Pres. Bongbong Marcos Jr., also stressed that he’s not inclined to make the Philippines rejoin the ICC, claiming that the country’s justice system is working. Many of the drug-related killings remain unsolved.
Trillanes posited that with the impending release of the arrest warrants and the recent bickering between the Marcoses and the Dutertes, Marcos could review his stance on the international tribunal.
“I wouldn’t go that far in saying na I know kung kung ano ang sentiment niya. But I can speculate na isa ‘yan sa mga consideration niya in light of the fallout with the Dutertes,” said Trillanes.
