(June 30, 2024) – The camp of suspended Bamban Mayor Alice Guo on Sunday admitted her business partnership with the alleged “big boss” of an illegal Philippine offshore gaming operator (POGO) hub recently raided in Tarlac.
Atty. Stephen David, the legal counsel of Guo, confirmed that the embattled mayor knows Chinese fugitive Huang Zhiyang, who’s among the individuals allegedly behind Zun Yuan Technology Inc. in Bamban.
“Ang kilala niya si Huang Zhiyang. Siya ang business partner (ni Guo),” said David in an interview with News5.
He, however, denied Guo’s connection with Huang’s three suspected relatives, namely Huang Shuzhen, Huang Zaicheng, and Chen Quianfang, who were arrested at Fontana Leisure Park in Mabalacat, Pampanga last Friday.
“Hindi niya kilala ang mga ‘yan. Ako nga hindi ko rin kilala mga ‘yan. Sino ba mga ‘yan?” said David.
Zun Yuan Technology Inc. was raided last March due to reported unlawful activities, including human trafficking, sexual abuse, and online scams.
The raid prompted the investigation into Guo, who is allegedly linked to the illegal POGO hub.
David maintained that Guo is still in the Philippines and will attend the next Senate hearing. She did not attend the inquiry last Wednesday, citing sickness and stress caused by the controversy.
Also last Wednesday, the National Bureau of Investigation confirmed the fingerprints of Guo and a certain “Guo Hua Ping,” a Chinese passport holder, were identical.

Meanwhile, after the raid at Fontana Leisure Park, Pampanga Vice Gov. Lilia Pineda said they ordered Clark Development Corporation chief Agnes Devanadera to make a thorough inspection of the Clark Freeport Zone to ensure that no illegal POGOs continue to operate.
“Linisin mo at tingnan mo ‘yung Clark dahil baka may natitira pang may POGO riyan,” said Pineda in an exclusive interview with News5. “Nahulihan ka na ng malaki. Dapat wala na sanang pangalawa pa.”
She added that they’re already working on an ordinance to conduct background checks on incoming foreign investors to prevent future illegal activities.
