(September 22, 2021) – Manila Mayor Isko Moreno on Wednesday formally announced his bid to run for president in the 2022 elections in hopes of helping resolve the country’s pitiful situation due to the COVID-19 crisis.
Moreno, running under Aksyon Demokratiko, promised to provide an inclusive and open government if he gets elected as the country’s next leader, drawing from his experience as the head of Manila. Moreno will run alongside Dr. Willie Ong who ran for senator in the last midterm polls but lost.

“Hindi matayog na ambisyon ang nagtulak sa aking desisyon ngunit dahil ito sa kalunos-lunos na kondisyon ng ating bayan,” said Moreno. “The road to recovery will be hard, the journey long, the challenges complex. There’s no magic wand that will make our problems go away. Only hard work will.”
Moreno won his first term as mayor of Manila in 2019 after defeating two political titans in former President Joseph Estrada and the late Alfredo Lim. Prior to this, he served as vice mayor of Manila from 2007 to 2016. He started his political career in 1998 by serving as a councilor in the same city where he grew up.
In August, he jumped ship from the National Unity Party to Aksyon Demokratiko in what political observers saw as an effort to prepare for his presidential campaign. Moreno was immediately elected as the president of the small political group founded by the late former senator Raul Roco in 1997.
Moreno has engaged in talks with Vice President Leni Robredo and Sen. Manny Pacquiao to unite the opposition but it appears the negotiations might have fallen out. Pacquiao has also declared his presidential bid under his wing of Partido Demokratiko Pilipino–Lakas ng Bayan.
“We’re trying to reach out to each and every one. Ako naman, mayroon akong taingang lagi na puwedeng making. Wala namang masamang makinig eh,” said Moreno on Monday. “Hopefully there will be more meetings na puwede naming mapag-usapan ang mga baga-bagay.”
In his latest speech, Moreno also took a swipe at President Rodrigo Duterte’s administration for its poor handling of the COVID-19 pandemic that led to the country’s present situation. He also enumerated the projects he implemented in Manila over the course of his short stint as mayor to showcase his capability.
Moreno, who faced below-the-belt tirades from Duterte last month, also hit his possible competitors from more powerful political clans who have much larger resources than him.
“Simula pa lang ngayon, sapagkat ang taong nambobola, nagsisinungaling sa pagdedeklara ng kandidatura pa lamang ay walang gagawin kung hindi mambola at magsinungaling kapag nakaupo na,” said Moreno.
Moreno is the third aspirant to announce his presidential bid ahead of the filing of certificates of candidacy in the first week of October. Sen. Ping Lacson was the first one to make a proclamation.
