(October 1, 2021) – Sen. Manny Pacquiao on Friday filed his certificate of candidacy (COC), making him the first aspirant to formalize his intention to run for president in the 2022 elections.
Pacquiao, who leads a faction in Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban), has teamed up with his long-time mentor and patron, Buhay Rep. Lito Atienza, as his vice presidential bet. Pacquiao and Atienza will run under the Probinsya Muna Development Initiative (PROMDI) party.

“Ang aking pagtakbo ay ‘di lang para sa aking sarili at pamilya kung hindi para sa sambayanang Pilipino para mabigyan ng magandang kinabukasan ang ating mga kababayan lalong-lalo na sa paghihirap na matagal na (nilang) iniinda,” said Pacquiao in his speech.
On Thursday, Pacquiao announced his retirement from boxing to focus on his political ambition in hopes of clinching the highest seat of power in government. He accepted his nomination to run as PDP-Laban’s standard-bearer despite the internal fighting that’s still unresolved.
Pacquiao began his political career in 2010 as a two-term congressman of Sarangani. He was elected to the Senate in 2016 after gaining popular support from his base with more than 16 million votes, placing seventh in the Magic 12.
Before today’s filing, the boxing icon has not disclosed his running mate but the move to pick Atienza was not surprising for many. Atienza has supported Pacquiao even before he entered the political scene.
Atienza has been described as the political adviser, patron, and mentor of the eight-division world champion. A decade ago, he dissuaded Pacquiao from throwing his hat into the political ring since “there’s a time for everything.” But Atienza went on to continue backing Pacquiao throughout his political career.
“Si Manny Pacquiao ang magbabago ng direksyon ng buhay ng mga Pilipino, itatanghal tayong kampeon ng mundo. Ako’y nagagalak, ako’y inanyayahan niyang samahan siya, sasamahan ko ang ating magiging pangulo,” said Atienza.
Atienza served as a local official in Manila starting from 1984 as an assemblyman before moving up the ranks, eventually becoming the mayor from 1998 to 2007. He briefly served as the secretary of the Department of Environment and Natural Resources from 2007 to 2009.
Last month, Atienza said he was convincing the camps of Pacquiao and Manila Mayor Isko Moreno to run together, stressing the need for unity to face the administration bets. The negotiations, however, did not prosper, with Moreno also vying for the top seat.
Pacquiao and Atienza come from contrasting backgrounds—the former growing up in dirt-poor conditions and the latter coming from a distinguished family. But through the years, they’ve forged a strong relationship.
Pacquiao, who has already revealed his 22-point agenda, reiterated that enacting social change should be the main focus.
“Pinapangako ko hindi lamang sa taumbayan at sa sambayanang Pilipino, kasama ‘yan sa pangako ko sa Panginoon, na kailangan magsasama sila (mga tiwali) sa kulungan at mabigyan ng hustisya ang ating kababayan,” vowed Pacquiao. “(Para) magkaroon tayo ng tunay na pagbabago.”
