(July 29, 2024) – The Department of Budget and Management (DBM) on Monday claimed that confidential and intelligence funds (CIF) declined significantly in the proposed 2025 national budget following its turnover to Congress.
DBM secretary Amenah Pangandaman said they only approved more than P10 billion worth of CIF—P5.92 billion for intelligence funds and P4.37 billion for confidential funds. CIF in this year’s national budget is at P12.3 billion.
“Bumaba nang 16% ang allocation para sa confidential and intelligence funds sa 2025 NEP (National Expenditure Program) kumpara sa alokasyon nito sa 2024 GAA (General Appropriations Act),” said Pangandaman in a media release.
She noted that the DBM limited the allocation of CIF to government agencies that need them the most.
The DBM submitted to Congress the proposed 2025 NEP at P6.35 trillion.
“Inaasahan namin na ibubuhos natin ang pondo para makalikha ng mas maraming trabaho, masiguro ang de-kalidad na edukasyon para sa mga estudyante, at mapalawak ang suporta sa Universal Health Care,” said House Speaker Martin Romualdez.
The Office of the Vice President (OVP) and the Department of Education (DepEd) did not request CIF. The DepEd prepared its budget proposal under Vice Pres. Sara Duterte-Carpio before her resignation last June 19.
The agency is now headed by former senator Sonny Angara.
Last year, Duterte-Carpio drew flak after requesting a combined P650 million worth of CIF for the OVP and the DepEd for the 2024 national budget. Lawmakers questioned her CIF expenses worth P125 million in 2022. The Commission on Audit reported that the OVP spent it in just 11 days.
Duterte-Carpio never explained the swift spending.
She later withdrew the request after being slammed by Romualdez and the House of Representatives.
The lower chamber also stripped five government agencies, including the OVP and the DepEd, of CIF, agreeing to realign the over P1 billion to other budget items.
Pangandaman reminded government agencies to follow the guidelines on the use of CIF and hailed the proposed 2025 NEP.
“Let us sustain the momentum and stay on track with our agenda for prosperity. Through this budget, we can achieve our target of a single-digit poverty level and an upper-middle-income economy,” said Pangandaman.
