(June 25, 2021) – The Philippine National Police has removed from active service two police officers for killing a colleague after one of them lost in an arm wrestling at a police station, the national police chief said on Friday as he continued to clean up the police ranks of scalawags.
General Guillermo Eleazar said Corporals Sherwin Rebot and Harold Mendoza were dismissed from police service because of their role in the killing of Corporal Higinio Wayan in Quezon City. The two even made it appear Wayan took his own life.
“Ang pagkakasibak sa serbisyo ng dalawang pulis na ito ay patunay na papanagutin natin ang sinumang pulis na lumabag sa batas,” Eleazar said in a press statement.
“May this serve as a warning to all police officers that I will not let this kind of incident pass. Dahil lang sa pagsuway sa patakaran na bawal uminom habang naka-duty, humantong ito sa pagpatay ng inyong kabaro. Walang puwang sa PNP ang utak kriminal.”
Investigators began to suspect a foul play in Wayan’s death after he had tested negative for gunpowder nitrate after his colleagues said he shot himself dead.
Lorenzo Lapay, a witness who was with the three police officers during a drinking session before the shooting, had pointed to Rebot as the gunman after losing in an arm-wrestling match.

Rebot will face murder and illegal possession of firearms charges and Mendoza will be charged with murder by conspiracy and obstruction of justice.
Administratively, Rebot was discharged dishonorably for a complaint of murder, obstruction of justice, loafing, drinking while on duty, and conduct unbecoming of a police officer. Mendoza was sacked for drinking while on duty, loafing, as well as conduct unbecoming of a police officer.
Eleazar sacked early this week Hensie Zinampan for shooting at close range his 52-year-old neighbor. A criminal case was also filed against him.
More than 5,000 cops have been removed from uniformed service over the last five years as the national police heads stepped up their efforts to cleanse their ranks of “bad eggs”.
