(June 24, 2021) – The Philippine National Police (PNP) has dismissed a police officer who killed a 52-year-old woman in a drunken rage in Quezon City, the national police said on Thursday.
Police Master Sergeant Hensie Zinampan was dishonorably discharged from police service after careful review of his administrative case, said General Guillermo Eleazar.
“Ang pagkakatanggal kay Zinampan sa serbisyo ay isa lamang sa mga patunay na hindi namin kinukunsinti ang mga pang-aabuso at mga kamalian sa aming hanay,” Eleazar, who pledged to cleanse the police ranks of scalawags, said in a statement.
“Ito rin ay nagpapatunay na ang disciplinary mechanism sa PNP ay gumagana, matatag, at maaasahan.”
Zinampan, formerly assigned with the police security and protection group, forfeited all benefits for many years in the police service. More than 5,000 other cops have already been dismissed from service since 2016.
On May 31, a drunken Zinampan shot dead Lilybeth Valdez at close range in front of a mini-store in Barangay Greater Fairview, Quezon City. The police officer got mad at Valdez after he was beaten in a brawl by the victim’s son.
The killing was witnessed by several people and a video of the incident was posted on social media which went viral. The police were forced to act and arrest Zinampan who did not resist.
The head of the police’s Internal affairs service, Alfegar Triambulo, said it took less than a month to resolve the administrative case against Zinampan because there was strong evidence and several witnesses had stepped forward against him.
“Let this incident be a warning to all PNP personnel that I will not tolerate wrongdoings in our beloved organization, and a constant reminder for each and every one of us to live up to the three important and meaningful words in the PNP Seal–service, honor, and justice,” Eleazar said.
Zinampan would also have to face trial for his murder case filed at the Quezon City Prosecutor’s Office. The victim’s family has urged authorities to speed up the disposition of the case in order to mete out justice for Valdez.
Zinampan’s case was only one of the several controversial police killings that rocked the start of Eleazar’s term as the chief of police. Four other cops are also under investigation for killing a teenager diagnosed with autism in a cockpit raid in Valenzuela. More recently, 10 police officers have been placed under preventive suspension due to the brutal drug-related death of two people in Laguna.
