(June 23, 2021) – The Philippine National Police’s internal affairs service has recommended the dismissal of a drunken police officer assigned in the capital region who killed his neighbor, the country’s top cop said on Wednesday.
National Police chief General Guillermo Eleazar still has to decide on the IAS’ recommendation to dismiss Master Sergeant Hensie Zinampan because he wants to make sure the administrative procedures were observed.
“Tama ‘yun [na] ako ang disciplinary authority. But of course, pagpasa n’yan, dadaan muna sa atin ‘yan to check these documents prior to my signature,” Eleazar told reporters in a press conference in Cavite.
“We are observing due process because we want to avoid cases where they were able to appeal these and because of some technicality, the rulings were reversed. We don’t want the likes of Zinampan to have a chance to stay in our organization.”
Zinampan shot at close range a 52-year-old neighbor whose son he fought earlier in a brawl.
IAS chief Alfegar Triambulo said the police officer did not dispute the allegations against him after a video of the shooting incident was shown as solid proof of his crime.
Some witnesses gave sworn statements narrating the incident, clearly identifying the police officer.
“Nag-invoke lang s’ya ng mitigating circumstances para hindi dismissal ang hatol sa kanya,” Triambulo said in a separate message to reporters.
Zinampan also has a murder complaint filed at the Quezon City prosecutor’s office.
Several human rights groups have called on the police leadership to ensure the swift delivery of justice for the victims of the back-to-back police killings at the start of Eleazar’s term as the head of the 220,000-strong institution.

Prior to Zinampan’s crime, four cops from Valenzuela also killed a boy diagnosed with autism in a cockpit raid on May 23. The recent string of killings also prompted the public to recall the cold-blooded murder of Jonel Nuezca, who also killed two of his neighbors in Paniqui, Tarlac last December.
More than 5,000 police officers have been kicked out of service since 2016 for various offenses, according to the PNP.
