(June 13, 2024) – A labor group on Wednesday slammed the Department of Labor and Employment (DOLE) after the Philippines placed among the top 10 worst countries for workers for the eighth straight year.
The International Trade Union Confederation (ITUC) Philippine Affiliates chastised the DOLE for being elected as a deputy member of the International Labor Organization (ILO) despite its failure to protect the rights of workers.
“How can the Philippines make its way out of this grim situation when the DOLE itself stubbornly refuses to recognize the harsh reality of red-tagging by state security forces and high officials, abduction, and killing of trade unionists, and constantly blocks the labor movement’s efforts for policy reforms?” said ITUC Philippine Affiliates in a statement.
According to the 2024 Global Rights Index, the Philippines has the same rating of five as in 2023, signifying that workers in the country have no guaranteed rights.
Workers have long been clamoring for wage hikes and additional benefits amid the continued inflation. The issue of contractualization, more commonly known as “endo,” also remains unresolved. Former president Rodrigo Duterte vowed to stop contractualization but failed to do so, even vetoing the Anti-Endo Bill.
“To have Filipino workers in a state of near permanent marginalization and disempowerment is a national disgrace for a country that presents itself as modern, democratic, and economically vibrant,” added the labor group.

On Wednesday, the ILO also found the Philippines failing to adhere to ILO Convention No. 87 on Freedom of Association, which was established to safeguard the rights of employees and employers to organize.
Since the iron-fisted rule of Duterte, 72 cases of trade union killings remain unresolved, creating a “climate of fear, violence, and intimidation” for workers, according to ITUC Alliance Philippines.

Last month, Pres. Bongbong Marcos Jr. proclaimed that he will continue to defend the rights of workers. He, however, has been criticized by sectoral groups for always providing “lip service” instead of actual solutions.
