(July 22, 2021) – The influential Catholic Bishops association has given President Rodrigo Duterte a failing mark after five years in office, days ahead of his last State of the Nation (SONA) address.
On Monday, the firebrand leader will address a joint session of the Senate and the House of Representatives to give a report on what his administration has done in the last five years and what he intends to do in his last 12 months in office.
The Catholic Bishops Conference of the Philippines (CBCP) assessed Duterte’s performance based on what he had promised at the start of his single six-year term,
“Kung hindi man kulang, pwede rin natin sabihin na failure din talaga yung rating na pwede nating ibigay,” Father Jerome Secillano, executive secretary of the CBCP Public Affairs Committee said in an online forum.
“Sa palagay ko yung mga pangako noon ng Pangulo na wawakasan nya ang korapsyon, wawakasan nya yung droga, hindi naman ito naachieve.”
In a round table discussion about Duterte’s legacy and expectations on his last SONA, Secillano said the president has failed on several issues, like human rights, COVID-19 response, peace process and corruption. He never fulfilled these campaign promises.
“Apat na bagay ang pupuntahan ko dito dahil ito ay malapit sa simbahan, una sa human rights very concrete nakita natin maraming namamatay at yung mga namatay dito hindi lang mga politiko, mga ordinaryong tao,” he said.
“Sa peace efforts although meron na tayong na pirmahan ng mga dokumento with our brother Muslims and the NPP-CPA-NDF. pero mukhang naging repressive din yung Anti-Terror Law. May mga provisions dito na kailangan natin ayusin dahil hindi siya objective,” Secillano added.
Last year, the CBCP condemned the passage of the “Anti Terror Law”. But, the Duterte administration attacked the bishops’ meddling in politics as a violation of the separation of the church and the state.
The CBCP has elected Caloocan Bishop Pablo Virgilio David, one of the administration’s staunchest critics of the brutal and bloody anti-drug campaign, as the organization’s next president.
Secillano also said Duterte’s administration is also plagued with corruption, like the P15 billion missing funds of Philhealth, pastillas scam of Bureau of Immigration among others.
“Itong sa corruption measures, malapit na malapit ito sa simbahan dahil ‘pag ikaw ay nagnakaw, yung ninanakaw mo ay intended talaga yan para sa mga nangangailangan kaya nga may social services nga tayo na ginagawa din ng simbahan.”
Given Duterte’s failure to fulfill his campaign promises, Secillano also advised the Filipino to be very discerning of the candidates for the upcoming 2022 elections.
“So I’d like to point out na ngayong darating ang eleksyon, meron kaming mga promises that are too good to be true. And I want the people to be discerning of these statements and promises,” the priest said.
