(September 12, 2024) – The Office of Civil Defense (OCD) on Thursday called for stronger collaboration among various sectors after the Philippines topped the World Risk Index for the third straight year.
The Philippines was first among 193 nations, according to the report, which assesses the vulnerability of countries to natural disasters, conflicts, wars, and pandemics. It was released last Friday.
“(The ranking) is a clear reminder that we need to keep working together to tackle and address the challenges and issues at hand,” said the OCD in a statement. “It is essential to continuously adopt a multisectoral approach in all aspects of disaster risk reduction and management.”
The Philippines was joined in the top 10 by countries like Indonesia, India, and Mexico—nations with high levels of exposure to natural hazards and limited capacities to manage risks, according to the study.
“The OCD emphasizes the enormity of this task. In its capacity, it is committed to addressing the numerous factors involved,” added the statement.
On Friday, the Department of Science and Technology (DOST) batted for better land use planning and stricter enforcement of disaster risk laws following the global risk ranking.
The DOST stressed that the focus should shift towards prevention and mitigation rather than just being reactionary.
Being highly prone to natural disasters, 74% of the Philippines’ population is exposed to floods, cyclones, droughts, earthquakes, tsunamis, and landslides, according to a climate arm of the World Bank.
It added that since 1990, the country has faced 565 such hazards, killing 70,000 and costing $23 billion in damages.
Last July, several lawmakers called for an investigation into the P244.57 billion worth of flood control projects touted by Pres. Bongbong Marcos Jr. following the deep flooding experienced in many parts of the country brought by Super Typhoon Carina.
Over 1.1 million people were affected by the typhoon, according to the National Disaster Risk Reduction and Management Council.
