(August 10, 2021) – Presidential spokesperson Harry Roque on Tuesday refused to disclose the identity of the Metro Manila mayor lambasted by President Rodrigo Duterte in his latest public address despite the hints it could be directed at Manila Mayor Isko Moreno.
Roque said he “cannot confirm” if Moreno was the particular subject Duterte was referring to. But he assured the public will know it in due time since the distribution of cash aid will begin this week.

“Walang pangalan (ng mayor) at walang pangalan ng siyudad na nabanggit ang ating presidente. Bilang tagapagsalita, I cannot add doon sa hindi nilabas ng ating pangulo. Meron siyang dahilan kung bakit ‘di niya nilabas ‘yun pero hindi ko po alam kung bakit,” said Roque in his press briefing.
Roque, however, has been known to add contexts and justifications to Duterte’s past controversial statements.
Duterte lashed out at a particular local chief executive for the raucous situation in several COVID-19 vaccination sites in previous weeks, citing the “disorganized” process of inoculation. He said he will not allow this locality to distribute the cash aid on fears of causing the same mess again.
“Hindi binanggit ni presidente, hindi ko masasabi kung sino ‘yun,” added Roque.
But Duterte has dropped several hints indicating he could be referring to Moreno, who spoke about the issues in several media interviews last week while also taking shots at the iron-fisted leader. Although Duterte only singled out one particular city, Las Piñas also had to deal with the “panic vaccination” ahead of the two-week lockdown.
It also did not take long before he made personal jabs on the same unnamed official for his past sexy photos allegedly circulating online, warning Filipinos against voting for him. Moreno’s past as a sexy actor several decades ago was no secret before he entered the political arena. He is rumored to run for president in the 2022 elections but he has remained coy about the matter.
“‘Yung LGUs (local government unit) na walang planning and preparation, and to prevent overcrowding and disorder during the distribution, hindi ko binigay sa kanila (‘yung pag-distribute ng ayuda),” said Duterte, assigning the Department of Interior and Local Government (DILG) and the Department of Social Welfare and Development (DSWD) to take over.
DILG undersecretary Jonathan Malaya, in a radio interview, said they are still seeking clarification regarding Duterte’s directive, but it “has legal basis.”
While he continued to insist on being clueless, Roque cited two photos that served as the probable basis for Duterte’s order. He did not show them but his descriptions match those taken in Manila a few weeks ago.
“Dalawang larawan kasi ‘yan: ‘Yung pagpila sa baha sa ulan ng kababayan natin at pangalawa, ‘yung pagkakagulo sa bakunahan,” said Roque. “Naisip naman ni presidente na kung ganito rin ang mangyayari sa distribution sa ayuda, baka mas lalong dumami pa ang COVID-19 cases sa lugar na ‘yun.”
